Description
The Coast Guard is soliciting for a digital prevention education and compliance provider with proven efficacy in their approach to providing scalable, digitally accessible prevention education.� The desired vendor will possess experience in digital content development on the topics of sexual assault, harassment and discrimination, mental well-being, alcohol and other drug misuse, and diversity and inclusion.� The vendor will have adaptive pathing and/or a scaffolded developmental learning curriculum so that different learners receive the training experience most appropriate for them,� The initiatives related to course topics will be integrated into the digital platform by utilizing the series of available course configuration options including: configurable pages, welcome/closing letters, videos, institutional specific policies, campus/local resources and custom survey questions, thereby increasing new cadet engagement once arriving at the accession point, and enriching their student experience. The data provided from the vendor to the Coast Guard will enable the leadership and program managers at the Coast Guard accession points to identify the needs and strengths of their incoming cohorts, and to inform and design sexual assault and harassment prevention, alcohol misuse prevention, and diversity and inclusion course content that is informed by the cohort�s peer norms. The vendor will provide functionality that enables new recruit candidates and cadets to opt-in to be contacted by the CGA or Cape May cadre about getting involved in campus prevention and policy initiatives. The vendor will include in the digital products 24/7 chat access to 3rd-party advocacy and support services delivered by well-established organizations with expertise in sexual- and gender-based violence. Type of Contract Contemplated:� Unlimited license agreement to a digital prevention education platform and access to near real time data collected from recruit and cadet cohorts. Period of Performance:�� One Year annual subscription 1 Sept 2021 through 31 Aug 2022 Applicable Documents- Specifications:� Vendor must employ an in-house team of legal experts responsible for continually monitoring and proactively tracking changes to the legislative landscape in order to ensure that timely changes or additional requirements are reflected in training content. Similarly, vendor must retain a staff of industry leading experts with proven and recognized experience on the topics of sexual assault, harassment and discrimination, mental well-being, alcohol and other drug misuse, and diversity and inclusion. This team of experts should monitor the latest research and industry trends to provide unique guidance and direction for course content and platform features.� The vendor providing this service will at a minimum provide documentation that proactive monitoring of state and federal legislation by their internal legal team provides proactive oversight and development of digital course content. Specific Tasks: The vendor will provide digital course prevention education for four accession point locations to include Cape May and The Coast Guard Academy, with unlimited new recruit and cadet access. Vendor will provide the ability to embed custom content pages throughout the training modules that align with the Coast Guard�s core values, institutional messaging, and priority topics as determined by each accession command. Courses must be designed to ensure an inclusive and representative course experience for all, with relatable and interactive content that emphasizes positive norms to engage learners in creating safe, healthy communities. Developmentally appropriate ongoing trainings must be available in order to maximize engagement, reinforce prior learning, and build upon key training objectives. Delivery or Deliverables: In addition to the license agreement for use of the digital prevention education as outlined in the scope of work, the vendor will also provide assessment metrics to the Coast Guard to help inform future prevention program development, as well as strategic planning and resource allocation. New recruit and cadet candidate learners will complete pre-, post-assessments, and surveys that capture knowledge, attitude, and behavioral change related to the key course objectives.� The Coast Guard will have the ability to add custom questions to course surveys in order to expand the data and insights gathered. At the conclusion of the year, the vendor will provide an annual impact report on each deployed course, which will provide a comprehensive analysis on the impact of the courses and insights to support strategic planning and resource allocation. In addition to the formal reports, survey and assessment responses are to be available in real-time for the administrative staff at the four accession locations. Survey data dashboards should provide built-in data analysis tools to view data by course, implementation year, survey/assessment, and more. The platform should allow for filtering and cross-tabbing to better understand the needs and strengths of specific populations. The Coast Guard expects that as a customer we will have the ability to compare our learners� survey responses against peer institutions and organizations. This benchmarking ability will enable administration to more easily assess needs and strengths and prioritize areas for additional investment and training. Benchmarks offered should be against similar institutions by type, size, and geography.� The vendor�s implementation and support teams will ensure that the Coast Guard has a seamless onboarding and deployment process and successful training experience by providing best practice guidance, product training, and technical assistance for administrators and learners.
