- Naval Facilities Engineering Command Southeast, Jacksonville, FL intends to award a sole source contract to Wigen Companies, Inc. (Wigen), 302 Lake Hazeltine Dr., Chaska, MN� 55318-1034, for the design, installation and commissioning of two new Wigen�s reverse osmosis units at U.S. Naval Station Guantanamo Bay (NSGB), Cuba.� The seawater treatment plant facility at NSGB consists of six reverse osmosis (RO) units.� Four of the six units are Wigen units installed in 2020.� The two remaining units are from a different manufacturer, but are in a state of disrepair and need to be replaced.� This project will replace the two non-Wigen RO units with Wigen RO units. The RO units include proprietary technology exclusive to Wigen and will work in concert with the currently installed Wigen units.� The propriety technology and joint design efforts will ensure the two units are of appropriate capacity and size to meet NSGB�s water production demands. This sole source requirement meets the conditions of FAR 6.302-1(b)(1)(i), only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� This notice is not a request for competitive proposals. However, interested and responsible parties may identify their interest and capability to respond to the requirement.� Inquiries received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.� If no responses are received by 11:00 AM EST, 13 August 2021, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm fixed price sole source award will be made to Wigen Companies, Inc. No questions will be addressed. The North American Industry Classification System (NAICS) Code is 237110, Water and Sewer Line and Related Structures Construction. The Small Business size standard is $39.5M. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
