- **This update is to provide a DRAFT Request for Proposal following the Industry Day previously held. The Army Contracting Command � New Jersey (ACC-NJ), on behalf of Project Manager Soldier Lethality will be hosting a second Industry Day for the Remote Weapon System (RWS). This is in conjunction with Remote Weapon System, Special Notice W15QKN, TDP release https://beta.sam.gov/opp/54d11cf84ced436493bf4d5037c6006e/view . This Industry Day will consist of a demonstration of two variants with the opportunity for attendees to operate both variants and answer technical questions. As the Army pursues a requirement to support new and existing Remote Weapon Systems (RWS) requirements and continued support to the existing fielded Common Remotely Operating Weapon Station (CROWS), we will need to share more information with our industry partners. Industry Day has been tentatively scheduled for June 8-10, 2021 at The Club at Picatinny located at 121 Buffington Rd, Picatinny Arsenal, NJ.� This Industry Day is intended to take place outdoors, in the event of adverse weather, the Industry Day will be moved indoors.� Each Offeror will be allocated a time slot in order to adhere to all local and federal COVID-19 Protocols to include social distancing and wearing a mask. The following are the RWS Industry Day Rules of Engagement (ROE): - Contractor personnel shall be limited to a total of five attendees per participating company. - No sales pitches allowed from industry; no give-aways. - No cameras, tape recorders, or other reproduction devices are allowed. - Restrict comments/questions to technical topics in this forum. - Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted. Please note: Non U.S. Citizens require special pre-registration approval and will not be able to be substituted. The required paperwork for both U.S. and non U.S. Citizens has been provided as an attachment to this announcement. The Visitor's Center opens at 7:00am with registration. This Industry Day will be open to foreign companies per the attached ARDEC Foreign Disclosure Requirements for Foreign Visits System (FVS) Exempt Visit. Please note: Submissions after the RSVP date may not be processed in time for the Industry Day. All foreign nationals shall be escorted at all times while at Picatinny Arsenal. Each attendee is required to complete and return the attached Notification and Authorization to Release Criminal Information for Entry form to access to Picatinny Arsenal to attend the Industry Day. Due to the amount of time needed to process visitors, please submit the Notification and Authorization to Release Criminal Information for Entry form as soon as possible. An RSVP to the Industry Day is required in writing to the POCs identified below no later than 30 April 2021. Offerors need to provide list of personnel planning to attend. No more than five (5) representatives may attend from each company. This will be strictly enforced. Please note it is possible that each Offeror may be limited to a certain number of people to attend the Industry Day due to current COVID-19 restrictions. A more definitive schedule will be provided following all registrations. Vendors desiring to participate in the RWS Industry Day must submit and complete the following items and provide them by email to the below Point of Contacts. - All representatives MUST provide a Government form of photo identification. - FCDDAC Form 1350 Technical Data Request Questionnaire (Attachment 0001) - DD Form 2345 Military Critical Technical Data Agreement (Attachment 0002) - Notification and Authorization to Release Criminal Information for Entry (Attachment 0003) -� Industry Day Registration Form (Attachment 0004) - Non-Disclosure and Non-Use Agreement (Attachment 0005 and 0006) Note: FCDDAC Form 1350 requires an active Joint Certification Program (JCP) number. Vendors requiring a JCP number shall complete the DD Form 2345 Military Critical Technical Data Agreement, and submit in accordance with the directions at the top of DD Form 2345. The JCP Office usually takes 2-3 weeks to process DD Form 2345 requests. All questions and responses will be summarized and posted via email after Industry Day is concluded. In case of conflicting information between any of such answers and a subsequent posted solicitation, the solicitation terms shall control. No competition-sensitive or vendor proprietary information/data, will be released. All vendor information will be treated confidentially. The Government will not entertain vendor Non-Disclosure Agreements. No award is intended as a result of the Industry Day nor does the Government intend to pay for any information received. None of this notice�s terms thus are binding on the Government except for purposes of participating in the Industry Day. Only the solicitation terms would be binding on the Government if and when a solicitation is posted. Any response to Industry Day is not an offer and cannot be accepted by the Government to form a binding award. There are no vendor costs to participate in this event. The Government will not be responsible for any expense incurred by a vendor's participation in the� Industry Day. All costs are to be assumed by the interested vendor. A lack of participation in the Industry Day does not preclude participation in any other pre-solicitation activities or a solicitation, if any are issued. All responses to this notice shall be in writing in the English language and be at no cost or obligation to the U.S. Government.
