Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Technical Communities Inc (which is the small business GSA distributor for Keysight), 11840 Gateway Dr. Ste 150 San Mateo, CA 94404 �for semiconductor parameter analyzers and a pulse generator under the authority of FAR Part 13.106-1(b), to be used by Physical Measurements Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire semiconductor parameter analyzer and a pulse generator to facilitate electrical measurements of advanced devices in cryogenic environments.. The semiconductor parameter analyzer and pulse generator will pair with Nanoscale Devices and Characterization Division's recent purchase of (2) cryogenic probe stations. The new probe stations will require dedicated electrical test equipment (semiconductor parameter analyzer and pulse generator) for these cryogenic measurements which will serve as a division wide resource. Existing equipment (semiconductor parameter analyzers and pulse generators within the division) are oversubscribed and cannot feasibly be shared with these new cryogenic probe stations. The Nanoscale Devices and Characterization Division currently has several Keysight parameter analyzers and pulse generators and has custom built a considerable software library to automate and control electrical measurements using these Keysight parameter analyzers and pulse generators. Recreating this software library using a parameter analyzer and/or pulse generator from a different vendor would require the government to recreate this software library to maintain the ability to automate and control the electrical measurements. Purchase of a Keysight parameter analyzer and pulse generator ensures compatibility with the division's existing measurement capabilities and increases the continuity of critical experiments. Additionally, obtaining parameter analyzers and pulse generators with non-compatible software would result in duplication of costs to pay programmers to create a new library. Technical Communities Inc is the sole GSA authorized reseller of the sole source manufacturer, Keysight, that meets the required minimum specifications. The company indicated the reseller could offer a better price and thus would not compete with this reseller. Thus, it was found the acquisition would be best completed as a sole source to the reseller Technical Communities Inc. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
