MCC intends to enter into a sole source GSA Order�with Carahsoft Technology Corp. for LinkedIn license. Carahsoft Technology Corp. is the only authorized seller for the LinkedIn license to US Government. The contract will result in a firm-fixed price (FFP) GSA Order for One Base Year Period + Four Option Year Periods. However, an ordering activity must justify its action when restricting consideration. Carahsoft is the only authorized vendor for LinkedIn. They hold a GSA Schedule, and the licenses are available on GSA Advantage. 3.� Describe the circumstances that demonstrate only one source be solicited that qualifies one of the following reasons from FAR 8.405-6(a)(1) or (b)(1): 8.405-6(a)(1)(A)�An urgent and compelling need exists, and following the procedures would result in unacceptable delays; 8.405-6(a)(1)(B)�Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or 8.405-6(a)(1)(C)�In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures. 8.405-6(b)(1) Brand name specifications shall not be used unless the brand name, product, or feature is essential to the Government�s requirements, and market research indicates other companies� similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency�s needs. Carahsoft is the only authorized to seller of LinkedIn. DCO has utilized various other sources for advertising critical and hard to fill vacancies for federal and Personal Service contracts. DCO did a six-month trial utilizing LinkedIn along with Devex, DevNetJobs, The American Society of Civil Engineers and other platforms. We found that LinkedIn is the only services that allows MCC to get the open positions in front of larger audience of individuals. LinkedIn was the only social network and recruitment platform dictated solely to the development of professional networks and recruitment for employers. They have an international member base of over 300 million which MCC can draw from. They also have an over 130-million-member base located within the United states. Other platforms do not offer the totality of services offered by LinkedIn. LinkedIn is the only professional network that offers MCC the ability to get our positions out to a professional network of both active and passive (not actively searching).
