Description
This is a Request for Qualifications issued in accordance with the procedures at FAR 36.6.� The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to design a new generator and provide optional construction administration services at the National Centers for Animal Health in Ames, Iowa.� PROJECT SCOPE:� Services under the contract will include pre-design and design phases and optional phases for bid services and construction�inspection and management services per the attached Statement of Work and Project Requirements Document. The contract shall be for a period of 238 calendar days for pre-design and design phases with option periods for bid phase and construction administration services. The Government anticipates award of a firm fixed price contract. Consideration of firms will be limited to those firms who can provide professional A-E services primarily in the disciplines of architectural, civil, structural, mechanical, and electrical engineering for pre-design, design, and post-design A-E services. The following factors will form the basis for evaluation and determination of those highly qualified firms and selection of the best qualified.� The factors are listed in order of importance: Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the type of work required to design a generator, including, where appropriate, pollution prevention, waste reduction, and the use of recovered materials.� Preference will be given to firms who demonstrate experience with agricultural research facilities. Location in the general geographical area of the project (Ames, IA), knowledge of the locality of the project, and knowledge of the site's existing electrical system.��Co-location of the offices of the consultants in the same general location as the Design A-E is preferred.� Firms shall submit their procedures for coordinating project activities with consultants and sub-consultants which are not co-located within the same general location of the firm. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The capacity of the Design A-E and its consultants, in terms of numbers and diversity of in-house disciplines and resources to accomplish all work on schedule.� Preference will be given to firms who maintain in-house staff of licensed architectural, civil, mechanical, electrical, plumbing, and environmental engineering professionals. This is an electronically issued acquisition. The Request for Qualifications will be available on the Contracting Opportunities website (www.sam.gov).� Interested firms are responsible for routinely checking the website for any possible amendments that may be issued. �All responsible offerors may submit their qualifications.� Interested firms shall submit their qualifications utilizing Standard Form 330 (SF-330).� To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. �Offerors may obtain information on registration in the SAM at https://www.sam.gov.� Please submit one (1) electronic copy of the completed SF-330 via email to josh.dobereiner@usda.gov. � Site Visit:� Organized site visits are scheduled for August 11, 2021 at 10:30 AM CDT and August 12, 2021 at 2:00 PM CDT.� The site visits will be held at the National Centers for Animal Health, 1920 Dayton Avenue, Ames, IA 50010.� The same information will be provided at both site visits, so offerors only need to attend one.� In order to attend the site visit, you MUST pre-register by 3:00 PM CDT on August 10, 2021.� Pre-register by emailing josh.dobereiner@usda.gov with your company name, the name(s) of the representative(s) who will attend, and which site visit you are registering for.� An email response will be sent confirming your registration. Completed SF-330s are due no later than August 26, 2021 at 3:00 PM CDT. Any questions in regards to this Request for Qualifications are due no later than August 16, 2021 at 3:00 PM CDT.� Answers to any questions received by that time will be posted as an amendment to this Request for Qualifications.
