- The Naval Medical Logistics Command (NMLC) intends to issue a sole source contract for courier services to create multiple web service interfaces to available DoD authorized and network accessible commercial courier services to automate shipping functionalities within the current Shipping Module of the Defense Optical Fabrication Enterprise Management System (DOFEMS) in accordance with FAR Part 13.501(a) to Optical Lab Software Solutions, Inc. (OLSS), 13515 N. Stemmons Fwy, Dallas, TX 75234-5765. OLSS is the manufacturer and sole distributer and service provider for DOFEMS servers at Naval Ophthalmic and Training Support Activity (NOSTRA), Yorktown. � The project is to create multiple web service interfaces to available DoD authorized and network accessible commercial courier services to automate shipping functionalities within the current Shipping Module of the DOFEMS system. The requirement is to interface the DOFEMS system with multiple courier services in order to take advantage of cost savings made available by leveraging lowest cost shipping options on the commercial market. Required shipping services are as follows: United Parcel Service (UPS) World Ship and Mail Innovations, Federal Express (FedEx), and the US Postal Service (USPS).� The requirement is to interface DOFEMS with 3 couriers (Fedex, UPS World Ship/Mail Innovations and USPS Web Mail). �Each of these interfaces will allow a mail to patient order or clinic account box of orders to be shipped through direct functionality with the couriers system. �In all 3 cases the DOFEMS system will automatically print a mailing label or trigger the courier system to print a mailing label. When a mail to patient job has been shipped the tracking number will be updated into DOFEMS for customer service to access. �When an ordering account label is printed the tracking number will be returned and assigned in DOFEMS under all shipped orders for that day where the order doesn�t already have a tracking number. �The courier option will be integrated into the mail to patient dialog in the shipping screen and the print mailing label customer and job tabs currently in the system. Each of the couriers have different data requirements. Most of this required data is not currently available in DOFEMS and will be added as cross reference to be collected during the shipping process. It is understood these interfaces require communications with third party systems that are not currently part of the DOFEMS Risk Management Framework (RMF) and will need to be added to its architecture diagrams, authority and Ports, Protocols, and Service Management (PPSM). �� These interfaces will be utilized by all laboratories on DOFEMS and as such are referred to as an Enterprise solution. � The estimated award date is 29 December 2021.� This notice of intent is not a request for competitive proposals. �Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. �Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. �All capability statements received by the due date of this notice will be considered by the Government. �A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. �A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
