Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W50S86-21-Q-0004 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 515210 with a small business size standard of $38.50M. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-08-13 13:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be Alpena, MI 49707 The Michigan Air National Guard Consolidated Contracting (MACC) requires the following items, Purchase Description Determined by Line Item, to the following: Base Period of Performance: 09/01/2021 - 08/31/2022 LI 001: Cable television is needed for between 400-500 television sets located throughout the base dormitory areas, base offices, and dining facilities. The CRTC will require a cable TV National Television System Committee (NTSC) Radio Frequency (RF) signal to be located to a demarcation point in the area of the property line at building base main entrance. This NTSC RF signal shall be a flat 10-15 decibel milliWatt (dBm) level. The CRTC requires, at a minimum, the channel line-up to consist of the four major networks (NBC, CBS, ABC, and FOX), a public broadcast service (PBS) channel, one independent satellite channel (TBS, WGN, etc.), news channels (CNN, MSNBC, FOX NEWS, etc.), and sports programming channels such as ESPN and FOX Sports. Cable television to be provided shall be basic and expanded basic only. Background: The CRTC has visiting units which require cable for off time/recreation. The CRTC has had cable since 2008. There was a �follow-on� contract in June 2014 which included a base line contract plus four option years. This contract is a continuation of the current contract which expired 16 June 2016 due to an administrative error on the government side. Period of Performance (PoP): The Period of Performance shall be on one Base Year of 12 months and four 12-month option years., 12, Months; Option 1 Period of Performance: 09/01/2022 - 08/31/2023 LI 001: Cable television is needed for between 400-500 television sets located throughout the base dormitory areas, base offices, and dining facilities. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Michigan Air National Guard Consolidated Contracting (MACC) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Michigan Air National Guard Consolidated Contracting (MACC) is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com.
