29 July 2021� The purpose for this update is to add the SF 30 which needs to be signed when the proposals are submitted. Due Date remains unchanged. Proposals for Phase 1 are Due 2 Aug 2021 at 2 pm EST. 16 July 2021��The purpose of this update is to post� RFP Amendment 1. Phase 1 proposals are due 2 Aug 2021 at 2 pm EST. Offerors may ask questions relating to Attachment 5 to assure proposal submission requirements are clearly understood. Questions on Attachment 5 are due no later than 21 Jul 2021 4 pm EST. Revisions are highlighted on RFP document, as well as the addition of Attachment 4 and Attachment 5.� �14 July 2021 Based on the Q&A Phase 1 Proposals�are now due on 2 Aug 2021 at 2 PM EST.��The Q&A and RFP amendment will be forth coming.� Phase 2 Proposals will now be due 23 Aug 2021 time TBD.� Clarification:� The Personnel and all contractors need to be US Citizens for this effort. 7 Jul 2021�Instructional Services consists of twenty-one training courses on various aspects of computer and mobile forensics as related to Cyber Investigations. Courses are typically provided at the NCFI facility located in Hoover, Alabama; however, courses may also occur at additional CONUS sites, as well as, OCONUS sites (worldwide). Instructional Services may also include the development of new courses and the addition of new content to existing courses to stay current in terms of case law, technology (e.g., software, equipment, new trends, etc.), and so on. The course schedule may require the Contractor to conduct training courses simultaneously across the world. The Government may schedule up to twelve (12) courses concurrently and the Contractor shall provide instructors for all courses. The Contractor shall meet all course execution dates and in the event of an instructor absence, shall have replacement personnel and/or resources available, to assure course execution in accordance with the schedule.� The minimum qualifications and experience the instructors for digital forensic courses shall have are: 5+ years of local/state/federal law enforcement experience, 3+ years of applied digital forensic practice for agency or industry, and 2+ years of instruction of digital forensics/cyber security. The minimum qualifications and experience the contract instructors for legal courses shall possess are: A degree from a school of law accredited by the American Bar Association, possessing the first professional law degree (JD) or the second professional law degree (LL.M), Be an active bar member in good standing in each jurisdiction they maintain a law license, and have 5+ years of criminal prosecution experience that includes significant criminal jury trial experience and experience with criminal cases that involve the use of digital forensics.� �The minimum qualifications the Program Manager and Alternate Program Manager shall have are: 3+ years of applied digital forensic practice for agency or industry, 2+ years of instruction of digital forensics/cyber security, and experience managing personnel under a United States Government contract.� The Contractor may be required to conduct courses on all federal holidays.� See the Performance Work Statement for further details; this is anticipated to result in a single award IDIQ contract with a 5-year ordering period. Instructional Services for USSS. The purpose of this synopsis is to serve as a solicitation notice. �This posting includes the final Solicitation, Attachment 2 (Quality Assurance Surveillance Plan), Attachment 3 (Pricing Schedule) and Attachment 4 (Question Matrix). Please use Attachment 4 to provide comment/feedback on the RFP and its related documents and ensure we receive your comments no later than 4:00 pm EST�on July 13, 2021. Phase I proposals are due no later than 2:00 pm EST on July 19, 2021. �Attachment 1, Performance Work Statement (PWS) is Law Enforcement Sensitive, therefore, in order to receive Attachment 1 (Performance Work Statement) and curriculum outlines (bidders library), offerors must contact the contract specialist(s) noted within this posting to sign a Non-Disclosure Agreement; everyone in the company with access to the PWS must sign an NDA. Please note on the NDA there are several blocks to �sign�,�a digital signature in a single block will satisfy the signature requirement.�When contacting the contract specialist and providing the NDA, please also provide the Corporation�s Name, DUNS Number, each of the Corporate Officers Name(s), email and physical delivery address that require shipment�of the PWS, as well as�a Phone Number (in case of delivery issues). The same information shall be provided for any subcontractors that also require access to the PWS. We are going to attempt to send the PWS via an email system that will protect it. If however this fails, we will be sending the PWS via Fedex under overnight delivery. Please ensure personnel are available to sign for the package to avoid any delays or lost drives.�The limit, at this time, will be�5�thumbdrives per company. Please note that you will not be able to use MSTeams or other collaborative software with the PWS. Participants, other than the person who has the PWS in their computer, will see black screens. All PWS (thumbdrives or electronic) are tied to the corporate officer and their email address and can only be used by that person. As a reminder:��We will require NDA�s from all personnel within your company that will be reviewing the PWS and curriculum outlines during the source selection process. Without an NDA you may not provide them access to the information. Their email address�is not needed if they are simply a reviewing party and will not be plugging the thumbdrive into their computer. Email address will only be required�for those plugging it into their computers. NOTE: �Any contractors who requested a copy of the PWS when the draft document was posted on sam.gov DO NOT need to resend the NDA or corporate information as the Final PWS will automatically be sent to all parties who received a draft PWS on 7/8/2021. All Thumbdrives must be returned to the NCFI once an offerors participation is complete.�
