- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. �This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 1,250 employees.� AFRL requires a laser system that meets the following specifications:� (1)�� �MDL DL PRO HP� Rack-mountable narrow linewidth laser for use around 455.5 nm. Includes grating stabilized laser with diode, resonator, and isolator included. Specifications: ��� �Design wavelength 455.5 nm with tuning range +/- 1 nm ��� �After-fiber power output >60 mW ��� �Mode-hop free tuning range 20-50 GHz ��� �Linewidth 20 dBc ��� �Single Mode (SM) Polarization Maintaining (PM) fiber FC/APC. (2)�� �DLC TA-MSHG PRO� Rack mountable frequency-doubled amplified laser system for use at 585.5 nm. �To include controller, grating-stabilized external-cavity diode laser (ECDL, DL pro model), tapered amplified, beam shaping and isolation, coupled into a second harmonic generation (SHG) stage, and including fiber coupled fundamental probe and doubler output light. Will share chiller from item (2). Includes: ��� �Base cost� ��� �SUR TA NLO/HP High power option� ��� �MSHG FIBER PROBE FUN: Fiber-coupled fundamental light option Specifications: ��� �Design wavelength 614.3 nm with tuning range +/- 1 nm ��� �After-fiber power output >200 mW ��� �Mode-hop free tuning range >10 GHz ��� �Linewidth 20 dBc ��� �Fiber-coupled fundamental light with PER > 20 dBc ��� �Pound-Drever-Hall stabilization of SHG resonator with relocking and bandwidth 30 kHz ��� �Air sealed block with leak rate 100 MHz ��� �Water cooling plate ��� �10 A available TA driving current ��� �Controller with capacitive touch screen display ��� �3000 h or 1 yr warranty (4)�� �Required installation and labeling ��� �Installation ��� �UID Labels, 1 per wavelength The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425 The Government has determined that no other source has commercial offerings that can meet this laser system. �It is believed that this laser system is the only laser system that can satisfy the requirements of the trapped ion lab�s experiments. �The required laser system will work in tandem with existing laser infrastructure of the same brand name. If this unique system is not procured there will be a substantial duplication of cost not expected to be recovered through competition and lead to delays in meeting the Government�s program milestones. � This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2021. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
