- The purpose of Amendment four (4) is to cancel this solicitation in it entirety.� The requirement will be solicited at a later date.� END OF AMENDMENT FOUR (4)� The�purpose of Amendment�Three (3) is to post Questions and Answers to the Solicitation: The following questions are: QUESTION:� �By Mass� and �By weight� are two ways of the testing method of determining the manganese content in electrolytic manganese metal flakes. If the Mn content is determined by mass, it means that the Mn content = (100% - total amount of several impurity elements agreed by both parties). This is also the standard inspection method in China, MMC?Manganese Metal Company, South Africa) and International Manganese Institute. If the Mn content is determined by weight,the Mn content is measured by the method mentioned in ASTM E248 which is also used in this Solicitation. Actually ASTM E248 is for testing the Mn content in the Mn ores. If DLA wants to use ASTM E248 to test the Mn content,it�s really hard to make Mn content 99.7%.Even MMC, the manufacturer of electrolytic manganese flakes with the highest purity in the world, does not guarantee that the Mn content of standard electrolytic manganese metal flakes is 99.7% Mn metallic. You could check the COA from MMC in the attachment.It shows 99.5% Mn metallic by weight.The oxygen content is 0.4%, and the 99.9% Mn content is by MASS. �Of course, MMC should be able to achieve 99.7% Mn metallic. V-Resource also can make it. However, this kind of customized high purity electrolytic manganese is very expensive, and the cost should be increased at least by more than $500, compared with the price of Chinese electrolytic manganese of 99.7% by MASS as DLA mentioned in the SOW. Therefore, we hope DLA could clarify what kinds of materials DLA needs. �ANSWER:� The specification required in Table 1 of the SOW is 99.7% by MASS out of the�TOTAL substances contained in the EMM. The purity of EMM is NOT simply equal to 100�� total amount of the six impurity elements listed in Table 1, because EMM may contain�some other impurity elements, although their concentrations are not required in the SOW.��However, all of the impurity elements, both listed and not listed in Table 1, shall be included in the analysis/calculation of the manganese purity. QUESTION:� As it mentioned in the solicitation that DLASM will include an option to increase quantity up to 3,000 MT of the same EMM flakes.� Is that means DLA is going to purchase maximum 6000MT =base 3000MT +option 3000MT with one year delivery time for 3000MT and another year for option 3000MT?� ANSWER:� DLA plans to purchase a maximum of 6,000 MT in two years, with 3,000 MT during the base year and 3,000MT during the option year. The delivery will be correspondingly 3,000MT in�base year and 3,000MT in option year.��� QUESTION:� As you know, we will have a price for base 3000MT, let�s assume 3000USD/MT. We will have another price for the option 3000MT, let�s assume 2000USD/MT. Therefore, the proposed price will be 2500USD/MT. If DLA cut some quantity of the option 3000MT, our price should keep the same as 2500USD/MT? Or can we revise the proposed price based on the option quantity you choose accordingly? Or can we quote the base 3000MT only? ANSWER:� Offers are required to provide pricing for all Contract Line Item Number's (CLIN's)�to be considers for�award.� END OF AMENDMENT THREE�(3)� The�purpose of Amendment�Two�(2) is to post Questions and Answers to the Solicitation: The following question�is: Question:� We just want to reconfirm that in case the Government wishes to verify our material with a 3rd party laboratory, it will be done in line with the most accurate methods that are consistent with all industry standards. Response:� The testing methodologies listed in the SOW (Table 2) are the references that the Government will use for the 3rd party analyses to determine if the material meets the specifications of any awarded contract. However, a quoter may submit the methodologies that they believe are more accurate and/or more commonly used in industry for their own Certificate of Analysis (COA). An offeror shall indicate all the testing methodologies used in their COA. The 3rd party analyses will determine whether or not the material is accepted by the Government, not the COA.� END OF AMENDMENT TWO (2)� This purpose of Amendment� One (1) is to post Questions and Answers to the Solicitation: The following questions are: Question 1) DLA can accept 500kg per steel drum?� Response:� DLA can accept 500 kg. of material packaged in individual steel drums as long as the drum can physically hold 500 kg of the EMM flake and the specifications of the drum allow it to load up to 500 kg of material. There is no maximum weight limitation of contained material associated with individual steel drums, however all material shall be packaged in new UN 1A2 compliant steel drums with a rated capacity of 30 or 55 gallons or metric equivalent capacity in accordance with paragraph 5.3.1 of the Statement of Work (SOW). Question 2) Scotia Depot is able to receive railcar or truck delivery? Response:� �Scotia Depot is limited to receiving material delivered by truck only. Receipt by railcar is not a possibility. Question 3) Combined Synopsis/Solicitation Section 4.6.1 states the offeror shall provide a price for 3,000 metric tons of EMM packaged in super sacks under CLIN 0001, however the Item Description in Section B for CLIN 0001 states material shall be packaged in steel drums in accordance with SOW Section 5.3.2.� I am seeking clarification that the price quoted for CLIN 0001 should be for steel drum packaging only and not supersacks.� Is that correct? Response: �You are correct that all material shall be packaged in new UN 1A2 compliant steel drums with a rated capacity of 30 or 55 gallons or metric equivalent capacity in accordance with paragraph 5.3.1 of the Statement of Work (SOW). Additional steel drum requirements are identified on paragraph 5.3.2 of the Statement of Work (SOW). Material packaged in super stacks will not be accepted. Sorry for the conflicting wording. END OF AMENDMENT ONE (1)� The Contractor shall deliver no more than 60 MT per day and 300 MT in one month to the Government until the Contractor delivers a total 3,000 MT of EMM to the Government within the 12-Month Base Quantity Delivery and one (1) 12 Month Option Quantity Delivery.
