Description

SUBJECT: Request for information (RFI), Synopsis. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is anticipating awarding a Gravesite Expansion and Cemetery Improvement project at the National Memorial Cemetery of the Pacific (NMCP) in Honolulu, HI. A pre-solicitation notice (36C78621B0012) was issued on 07/01/2021 and the Government anticipates the solicitation to be publish mid-August. The project s construction of magnitude (IAW VAAR 836.204 (h) (1) Disclosure of the magnitude of construction projects) is Between $10,000,000 and $20,000,000. NCA is conducting a market research to see if there are interested SDVOSB vendors that can acquire the bonding and insurance to complete this project. Attached is the detailed scope of work for review and consideration. Drawings and Specification will be issued once the sources sought is complete and the official solicitation post. Due to the current fluctuations with commercial shipping, material shortages and travel restrictions due COVID-19, NCA has decided to issue a Sources Sought notice on Beta.Sam to see if there are SDVOSB vendors who are able to complete this work. If the responses from the sources sought indicates that the Rule of 2 IAW 19.502-2 (Total small business set-asides) cannot be met the Government will solicit as full an open competition to include all social economic categories to include large businesses. A tiered evaluation is not permissible under FAR PART 14 sealed bidding. However, all social economic categories are still encouraged to submit a bid. Evaluations will be based on lowest price only. If you are an interested vendor for this project please submit your bonding and insurance capability form the bonding and insurance companies, please submit your responses via this email to the Administrative Contracting Officer (ACO): auvorie.benson@va.gov. This will help our market research tremendously. If you have any questions or concerns, send the ACO an email. No solicitation documents exist at this time; the Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI or Sources Sought cannot be accepted as offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
