Description
This is a request for information (RFI)/Sources Sought (SS) only. This RFI/SS does not constitute an invitation for bids (IFB), request for quotations (RFQ), or request for proposals (RFP). The U.S. Government (USG) is conducting market research for follow-on production of the Lower Tier Air Missile Defense Sensor (LTAMDS) in accordance with (IAW) the USG performance specification (P-Spec), MIS-PRF-59464, and the Raytheon Prime Item Performance (PIP) specification, D11227374; including associated hardware, software and other services inherent to production (e.g. inspection, logistics support, program management, configuration management, product assurance, verification of system performance, hazardous material management, obsolescence management, safety); interim contractor support (ICS); system integration and check out (SICO) support; new equipment training (NET); and documentation. Background: The U.S. Army Search, Track, Acquire, Radiate, Eliminate (STARE) Project Office has a requirement for follow-on production of LTAMDS following successful completion of the LTAMDS 6-lot Urgent Material Release Prototype Development Project which was previously competitively awarded on 16 Oct 19 to Raytheon Company through an Other Transaction Agreement, W15QKN-20-9-1002, pursuant to the authority of Section 10 U.S.C. 2371b(a), Authority of the Department of Defense to carry out certain prototype projects. This follow-on LTAMDS requirement is an effort for production of up to a quantity of six (6) U.S. LTAMDS radars per year utilizing range option pricing, with undesignated options for production of LTAMDS radars supporting Foreign Military Sales (FMS), and yearly options for SICO, ICS and NET support to the USG. First Article Inspection (FAI), Environmental Stress Screening (ESS), Product Acceptance, Functional Configuration Audit (FCA), Physical Configuration Audit (PCA) and Highly Accelerated Life Testing (HALT) will be required. Initial delivery of the LTAMDS radars is no later than 30 months after contract award or option exercise. The contractor shall provide all labor, materials and engineering and technical support necessary to perform the requirements for production hardware, system software, spares, training equipment, inspection, production test support, program management, configuration management, hazardous material management, obsolescence management, safety and documentation for LTAMDS follow-on production. This procurement will include access to classified information and will require the contractor to be a U.S. corporation with a secure manufacturing facility approved to the SECRET level by the Defense Security Service. Further, the Defense Contract Management Agency may conduct a pre-award survey of the contractor�s facility to determine the capability to successfully fulfill the requirements of this contract to minimize risk to the LTAMDS program. The material solution for LTAMDS must meet the USG P-Spec, MIS-PRF-59464, and the Raytheon PIP specification, D11227374. The technical data package is not currently available for this request for information and it will not be available in time to initiate this anticipated procurement. The USG does not intend to provide any technical data or specifications to enable industry response to this RFI/SS. The USG intends to award a contract for this follow-on LTAMDS production requirement to Raytheon Technologies, CAGE code 05716, 350 Lowell Street, Andover, MA, per the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested sources need to demonstrate the technical capability, corporate knowledge and experience of providing all hardware, facilities, equipment, technical expertise, planning, management, manufacturing and testing efforts to include all incidental services to produce the LTAMDS radars needed for the LTAMDS program for the U.S. Army and its future FMS partners. Interested firms who believe they are capable of fulfilling the above-mentioned requirements are invited to indicate interest by providing the following information to the contract specialist listed below: 1.Company name, company address, overnight delivery address (if different frommailing address), Cage Code, point of contact, e-mail address, telephonenumber, fax number. 2.Business size (i.e. large, small disadvantaged, veteran owned, woman owned,etc.) 3.Affirmation of cleared personnel and facilities. 4.A description of the company�s expertise in providing manufacturing expertiseand incidental services as identified above in order to meet the required LTAMDSmaterial solution IAW the USG P-Spec, MIS-PRF-59464, and the Raytheon PIPSpec, D11227374. 5.The company�s experience in meeting contractual due dates for similar typeefforts. 6.An estimate of schedule and cost associated with the completion of FAI, ESS,FCA, PCA and HALT required to begin delivery of the production units for thisprocurement. All responses shall be unclassified. All assumptions, including any assumed USG support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The experience/expertise description should be no longer than five pages. The response date for this RFI is 13 August 2021� The USG will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. Additionally, there is no obligation on the part of the USG to acquire any products described in this RFI/SS. Your response to this RFI/SS is voluntary and will be treated only as information for the USG to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI/SS. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The USG will not pay for the information submitted in response to this RFI/SS. If a solicitation is released for the supplies or services described herein, it will be synopsized on the Army Single Face to Industry Web site.
