Description
The Michael E. Debakey Veteran Affairs Medical Center (MEDVAMC), Network Contracting Office (NCO) 16, intends to award a Firm-Fixed-Price Contract on a competitive basis for ten-(10) Medcare Car Extractors, Model Number 45000, brand name or equal. This RFI is to seek contractors with the capability to furnish all labor, materials, parts, equipment, tools, transportation, and supervision to provide the Car Extractors to Southeast Louisiana Veterans Health Care System (SLVHCS), Nursing Service, 2400 Canal St, New Orleans, LA 70119. All Deliverables shall be delivered, install, and training VA staff, preferably within 30-45 days after award as free on board (FOB) destination. This Request Information (RFI) will be used to determine if a set-aside for any small business program is appropriate. VAAR 852.219-10 VA Notice of total service-disabled veteran-owned small business set-aside is not applicable to this requirement currently. To determine if a total service-disabled veteran-owned small business set-aside (SDVOSB) or veteran-owned small business (VOSB) set-aside can be implemented, interested vendor must provide their small business Socio-economic Designation for consideration. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. Request that interested offerors complete and return a Capabilities Statement as described below. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. Must be operational with rechargeable 24-volt AH batteries Must include battery charger and 2 rechargeable batteries Must have the following capabilities and able to operate in the following modes: Controls: Hand control wired remote control operation of boom arm Outside width of closed legs 27 in Inside width of open legs 36 in Energy default: Rechargeable 24 Volt, 5-amp battery Belts: Must be usable with 2 Medcare Car Stand Belts (washable or single patient use). Hanger Bar Compact, padded 2-point hanger bar 360-degree rotation for easier patient positioning User interface Hand control that allows caregiver to be position Primary battery: Rechargeable 24 Volt, 5-amp battery Must include dual battery system (2 rechargeable batteries) to allow for constant use of equipment Boom Straight boom for deep access into vehicle 30 in boom arm reach 30 in boom arm reach 40 in lifting range PART I: Instructions and Response Guidelines for Potential Sources RFI responses are due by August 5, 2021 at 10:00 a.m. (CST); NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation; however, the page size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format. PART II: Response Details for Potential Sources Provide in your capability statement: (1) Demonstrated ability to meet all of the requirement/salient characteristics listed if other than brand name product is being offered (2) a list of active contracts for commercial, federal, state, and local governments. List Contracts shall provide communication on the government requirement illustrating the capability for comparison. Contractors shall provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, socio-economic designation., and Data Universal Numbering System (DUNS) Number. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. Does your company have a mandatory/preferred souring contract vehicle in accordance with FAR Part 8? Examples include: Government Wide Agency Contract (GWAC) General Services Administration Schedules (GSA) Indefinite Delivery Indefinite Quantity (IDIQ) Blanket Purchase Agreement (BPA). If so, please list the contract number and a brief summary of the products and services provided. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements and your experience managing similar contracts with similar requirements. Is your company considered small business under the NAICS code 339113? Can you company meet the delivery and installation schedule of 30-45 days post award? If proposing an equal brand, provide the specification and the brief description of the cross comparison to the brand model. Are you the manufacturer or an authorized distributor of the items? Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as ""market research"" and will not be released outside of the MEDVAMC Network Contracting Office. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government.
