EXPRESSION OF INTEREST � INL-21-008 Chemical Management Managed Service INTRODUCTION Battelle Energy Alliance LLC (BEA), Managing & Operating contractor of Idaho National Laboratory (INL), is requesting an Expression of Interest from Prospective Offerors (Subcontractors) that are qualified and capable to provide a fully managed service that fulfills chemical management needs at INL. Prospective Offerors shall demonstrate its qualifications and capabilities by its responses to the submittal requirements listed in Section III. Only Prospective Offerors that meet all submittal requirements herein should respond to this Expression of Interest. PROJECT DESCRIPTION The purpose of the proposed contract is for Subcontractor to provide chemical management services as a managed service to INL. Work will be performed on-site at INL in support of approximately 5,300 INL employees and subcontracted workers, ranging from administrative personnel, laborers, craft specialist, scientists and engineers, researchers, to senior executives. The contract length is anticipated to be between three and five years. The Subcontractor shall provide personnel to serve as chemical coordinators to perform chemical approval initiation, acquisition, receipt, storage, and tracking. The Subcontractor will also provide supervisory personnel to support chemical services procedure development and maintenance, training program maintenance, technical support, and chemical data quality reviews. The Subcontractor shall also provide a computer support specialist and database administrator to assist chemical coordinators and the supervisor with data reports, hardware and software issues, impacts of INL patches and uploads, and Safety Data Sheet conversions and uploads to Sphera�s Comply Plus Web (CPW). Additionally, as part of this managed service, the Subcontractor shall supervise and oversee all chemical management program aspects such as hiring, firing, training, maintaining procedures, maintaining software, quality assurance, and supporting INL customer needs. SUBMITTAL REQUIREMENTS Prospective Offerors should provide a written response to address the following: Introduction: Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail address of a representative of your company who can be contacted regarding this Expression of Interest. Local Presence: Validation that the company has a presence in the general Idaho Falls area, or can obtain a presence in the general Idaho Falls area. The local presence shall contain a conference room capable of handling a meeting with up to 12 individuals. Personnel: Validation that the company can provide the following personnel (with the requisite experience/training) to perform work at INL starting approximately June 1, 2022: a.� Approximately nine Chemical Coordinators and all must possess or be able to obtain a DOE ""L"" clearance. The Chemical Coordinators must possess at least 2 years� experience using CPW in chemical, waste, engineering, industrial hygiene, or radiological areas. These are multi-level positions. Work to be performed, but is not limited to: Obtaining the necessary approvals for the chemical requestor to purchase and use chemicals, coordinating with BEA Safety and Health personnel, evaluating onsite availability of chemicals, completing input information into the procurement computer application (Asset Suite), and coordinating with BEA procurement personnel during the acquisition phase. Verify that all chemicals have been approved at or prior to receipt for their use locations and tracking information has been entered into CPW and containers have been barcoded. Maintain chemical P-card holder qualification (0INL1666) to help supplement procurement and accountability of chemical orders for customers and BEA Environmental. Input chemical product and transaction information into CPW efficiently and accurately. Track chemicals from receipt at their respective facility(s), through distribution, storage, use, and disposal. Schedule and track inventories to completion for BEA. Interface closely with the chemical users/facility managers. Interface with BEA Health and Safety personnel, facility management, chemical users, packaging and transportation, warehouse, and Waste Generator Services (WGS) to ensure chemicals are managed stored, and transported per state and federal regulations, and BEA requirements. Routinely check assigned storage areas to verify the inventory information is accurate, containers are stored safely, per compatibility requirements, facility limits are met, and established tracking systems are being utilized properly by chemical users. Work with WGS to coordinate disposal efforts and containers (lab packs). Support the EPCRA reporting process by reviewing their chemical inventories, interfacing with BEA EPCRA report preparer(s), as requested, and assisting BEA EPCRA personnel with data requests, clarifications, and corrections specific to their inventory, as requested. One Technical Support Resource. The Technical Support Resource must possess excellent IT skills and have 7 years� experience using CPW and a minimum of 7 years� experience in chemical, waste management, or industrial hygiene work. Work to be performed but is not limited to: Chemical Services Software Engineer shall aid Chemical Coordinators with the completion of their duties, including chemical product and SDS data entry into CPW, preparation of reports, container tracking methodologies, storage facility setup, etc. This individual or their backup will be available to ensure the Chemical Coordinators receive assistance when necessary to comply with BEA requirements, manage their chemical inventories, and support the facility/program manager and chemical owners. Additional tasks include the following: Assist BEA technical representative, managers, safety personnel, and Chemical Coordinators with questions about the use, functionality, how to, and process improvements for CWP to ensure accurate, productive, and efficient Chemical Management Program. Provide database management knowledge and skills and provide routine database maintenance. Interface information from procurement and other databases with CPW system and provide assistance with setting up new functionality and capabilities as needed. Provide in depth knowledge of Microsoft Excel functions and capabilities to assist users of CPW with preparing and manipulating reporting data and the ability to use Visual Basic for applications to maintain existing Excel macros used for custom reports and other functions as needed. Evaluate and specify hardware and software to assist with various functions needed for chemical management jobs. This includes working with wired and wireless barcode scanners, barcode printers, and laptop or portable computers used for inventory control. Setup hardware, drivers, operating systems, web browser software needed to ensure CPW system functions properly, especially during upgrades, after updates, and patches. b. One Chemical Management Supervisor. The Chemical Management Supervisor must possess at least 7 years� experience using CPW and have a minimum of 8 years� leadership experience. Work to be performed, but not limited to: As part of the managed service, take the lead on the overall BEA Chemical Services Program and ensure the BEA requirements and needs are being met. The Chemical Services Project Manager/Supervisor shall be the point of contact and address all chemical management issues that may arise such as staffing, accuracy of inventories, emergency management, facility building limits, and environmental reporting. Additionally, the Project Manager/Supervisor will be responsible for the day-to-day operation and performance of the Chemical Coordinators and the Software Engineer support. Additional tasks are as following: Administer, and operate the CPW application. Work includes maintenance and software updates of CPW software, maintenance of Microsoft patches, and impacts to dedicated servers, server hardware compatibility, interface with BEA Information Management support to direct patches and switching of servers from (application, development, and production servers), and management of site-specific software interfaces to CPW. Provide technical support to Chemical Coordinators to assist with their Chemical Management tasks, CPW, laptop computers, label printers, laptop computers with scanners, and handheld scanners. Provide technical support to INL CPW users with operation of the software application. Support the maintenance and administration of the Chemical Coordinator training and qualification program to ensure that training and required reads are up to date. Provide BEA technical representative with challenges, issues, and CPW management and programmer support to ensure that BEA specific issues are being addressed. Coordinate with Sphera to ensure CPW software updates are provided to Chemical Services Software Engineer and ensure that emergency backup DVDs are prepared at sent to BEA quarterly, for the BEA CPW system.� Maintain and ensure that the Chemical Services Program documentation Comply Plus Guide, and procedures associated with the operation of CPW are up to date. Conduct yearly Chemical Coordinator team meetings to ensure understanding of Comply Plus Guide procedures. Perform data quality reviews and analysis of date entered into CPW. Oversee the� numerous, required data pulls for BEA. Interact cordially with key customers, other BEA organizations, and shall demonstrate mastery of knowledge and skill for all scope within this SOW. Work may include specialized, unique activities of a complicated nature. Provide cost-effective, reusable user CPW and chemical P-card training for BEA personnel. At a minimum, user training shall consist of updating the environmental, safety, and health annual refresher training material, updating the chemical management quick start, basic training for general workers. Participate in the EFCOG working group and attend annual meetings or participate via video conference. Review and/or oversee monthly P-card purchases .Maintain the Chemical Management quick start. Identify and maintain a database to identify and track time-sensitive chemicals.� Submit a monthly report to BEA technical representative and the BEA Contracts Point of Contact. Offerors shall limit its entire response to less than five pages. Please note that ""validation"" as stated above, is defined as a description which demonstrates or proves that the Prospective Offeror can provide the required item (the local office and/or personnel as described above). Note: The formal Request For Proposal and Statement Of Work will contain additional and more specific submittal requirements.
