- Solicitation Number: 12FPC321R0013 Notice Type: Request for Qualifications Title: �AE Services - Low Volume Bridge Design Criteria and Specifications Tool - Maine Description: On behalf of the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) the USDA Farm Production and Conservation Business Center (FPAC-BC) Acquisition Division is requesting professional qualification statements (SF 330s) from qualified firms for architect and engineering (A-E) services.� The Maine NRCS requires A-E services to develop bridge design criteria according to the current American Association of State Highway and Transportation Officials (AASHTO) Load Resistance Factor Design (LRFD) Bridge Design Specifications for low volume road applications in Maine.� The NRCS in Maine is replacing failing, undersized culverts with �stream smart� structures that will allow for aquatic organism passage while still allowing landowners access to farm and forest land.� Typical bridge designs by the Maine NRCS are for local and privately owned roads with low traffic volumes and low speeds.� Occasionally bridges are designed for pedestrian and/or livestock crossing only. ��Please refer to the attached Statement of Work for specific details. Type of Contract: This office anticipates awarding a firm fixed price contract for these services. Set-Aside Status: This procurement is being solicited as a 100 percent small business set-aside. The NAICS code for these services is 541330 and the SBA size standard is $16.5 million.� Under FAR 52.219-4 Limitations in Subcontracting, the firm must perform at least 50% of the cost of contract performance with his/her own employees. Estimated Start and Completion Date: Four (4) months from contact award. Selection Criteria: This acquisition is for A-E services and will be procured in accordance with the Federal Acquisition Regulation (FAR) Subpart 36.6.� A-E firms meeting the requirements described in this announcement are invited to submit the documentation required in this notice.� Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation indicated with respect to business size or any other limitations listed in this notice.� The following selection criteria, of equal importance, will be used to evaluate the qualification of the A-E firms: Firms shall be evaluated in terms of � (1) Professional qualifications necessary for satisfactory performance of required services - Qualified firms shall demonstrate the professional qualifications necessary for satisfactory performance of the required services. Firms must have a minimum of one licensed professional engineer in the state of Maine.� (2) Specialized Experience and Technical Competence - Firms shall demonstrate specialized experience and technical competence related with designing projects of similar size and scope for low volume roads.� (3) Capacity - Qualified firms shall demonstrate the capacity to accomplish the work in the required time. Firms shall provide an organizational chart that clearly identifies individual personnel, any subcontractors and their roles.� Include proposed deliverables and a delivery schedule that demonstrates a clear understanding of the services to be performed and how the work will be completed. (4) Location � Demonstrate location in the general geographical area of the project and knowledge of the locality of the project. � (5) Past Performance - The prime contractor and/or team members shall demonstrate successful performance on similar projects to include scope, complexity, and dollar value, within the last 3 years. Additional past performance information will be obtained through the Past Performance Information System database.� Evaluation of this factor will be based upon the past performance data from the projects presented in Section F of the SF330 (provide references and current phone numbers). Following an evaluation of the qualifications submitted, at least three firms that are considered to be the most highly qualified will be chosen for discussions in accordance with FAR 36.602-1(c).� Upon conclusion of these discussions and final ranking of firms, the most highly qualified firm will be selected for price negotiation in accordance with FAR 36.606. Submission Requirements: Firms responding to this notice should submit one electronic copy of the SF 330 Part I and SF 330 Part II. Do not submit cover letters, binders, elaborate coverings, spiral bound material, or company brochures/pamphlets, etc. The SF-330�s should be clear, concise and shall include sufficient detail for effective evaluation.� The proposal submittal, including the SF 330 Parts I and II, shall not exceed 100 pages in length (includes all attachments, subcontractor, consultant information, etc.). The nine (9) pages of instructions are not required to be submitted as part of the SF 330 and are not included in the 100 page limit. Offers exceeding the maximum page limitations may not be considered. Cover pages, tab pages, and divider pages will not count towards the 100 page limit. Submissions may include single or double-sided sheets, but shall not exceed the 100 page limitation. A page is defined as one side of an 8-1/2 inch x 11 inch sheet of paper, with at least one inch margins on all sides. Offerors may include 11 X 14 inch paper for the exclusive presentation of tables or figures. Each 11 X 14 inch page will be considered as a single page. Fold out sheets larger than 11 X 14 will be counted as multiple pages in accordance with their size. The SF 330 form is exempt from the margin and character size limits; follow the SF 330 instructions for completing the form. The 1 inch margin and 10 point font limits are only applicable to pages formatted by the Architect/Engineering firm.� This is a Request for Qualifications only, DO NOT SUBMIT A PRICE PROPOSAL.
