- Description
- This is a notification of an intent to award a contract to Zoll under NAICS code 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesaler by Indian Health Services under the authority of FAR 6.302-1, Only One Responsible Source. The Indian Health Service currently has a need for providing preventative maintenance services on ventilator hardware and software located at the Whiteriver Service Unit within the Indian Health Service. The Indian Health Service (IHS), Phoenix Area Office (PAO) Department of Acquisition (DAM), is procuring for a Contractor to provide Preventative Maintenance (PM) Calibration Services for the Zoll Z Vent ventilators located in the Phoenix Area. To ensure that the ventilators provides reliable and consistent results with minimum downtime, it is necessary to obtain annual preventative maintenance and calibration services by Zoll Medical certified field service engineers with specific technical expertise and manufacturer-certified replacement parts. The services are required to ensure equipment is maintained to operating specification which meet or exceed manufacture�s specification and receives the latest software version upgrades. The Contractor shall provide qualified personnel to perform a comprehensive on-site visit to Phoenix Area IHS facilities that includes inspection, preventative maintenance, calibration service, and software maintenance services of the Zoll Z Vent ventilators. Multiple Zoll Z Vent ventilators in the Phoenix Area require annual preventative maintenance services (see Section 10 for complete inventory list). The Zoll Z Vent ventilators are designed to facilitate interfacility transport of ventilated patients and provide positive pressure ventilator support to adults and pediatrics. All transport ventilators require specialized calibration services by certified technicians to ensure the ventilation modes of the device are operational and safe for patient use. Calibration services are required on an annual basis in compliance with original equipment manufacturer (OEM) specifications, ANSI (American National Standards Institute) standards, and The Joint Commission requirements. Required annual maintenance checks include but are not limited to performing test and calibration procedures, alarm tests, replacing HEPA/O2 intake filters, and performing electrical safety tests. The Contractor shall meet or exceed the manufactory specification requirements, National Fire Protection Association (NFPA) 101, 99, and the Standards for Health Care Facilities and Environment of Care (EC.02.04.01, EC.02.04.03) Joint Commission Standards. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
