- NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: NIST-NOI-21-01891 Subject: Galvanometer Scanner System for Additive Manufacturing testbed controller Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with SCANLAB America, Inc., located at 100 Illinois ST STE 200, Saint Charles, IL. The purchase order will specifically procure one (1) Galvanometer Scanner System, manufactured by SCANLAB for use with an Additive Manufacturing Metrology Testbed (AMMT) controller at NIST. The galvanometer scanner system shall be delivered no later than 10 weeks ARO.� Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. Description Please see the attached Statement of Need/Required Specifications document for details.� Sole Source Determination The sole source determination is based on the following:� For purposes of continuity of science and research results, installing Scanlab galvanometer scanners on the AMMT is the only supply that will satisfy agency requirements. A galvanometer scanner directs the heating laser beam to the build plane and melts the powder into the solid layer by layer. The NIST AMMT is a fully custom, open-platform laser powder bed fusion (LBPF) system to advance controls, monitoring, and metrology research. NIST owns and operates commercial LPBF machines, including the EOSINT M270 and the EOSINT M290 (manufactured by EOS) that use Scanlab galvanometer scanners. �NIST is using AMMT to simulate the build conditions on the aforementioned commercial machines, and NIST therefore requires the same Scanlab galvo controller as the commercial machines for continuity of science and compatibility with previous and existing research results. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
