- Description
- The Federal Bureau of Prisons (BOP) is responsible for providing substance use treatment to federal inmates.� Pursuant to 18 U.S.C. � 3621, BOP is required to make available appropriate substance use treatment for qualified inmates.� BOP�s portfolio of drug programs includes a Drug Education program and three evidence-based treatment programs:� the Residential Drug Abuse Program (RDAP), the Non-Residential Drug Abuse Program (NRDAP), and the Medication Assisted Treatment (MAT) Program.� These programs are designed to assist inmates in examining the impact of substance use on their lives, commit to and maintain recovery from substance misuse, and address associated criminogenic risk factors.� The Bureau�s drug treatment programs are managed in the context of the hierarchical structure of agency operations.� A Psychology Services department (under the supervision of the Chief Psychologist) at each institution is responsible for delivery of substance use treatment services (with the exception of medications prescribed to MAT Program participants), with staff who are specifically funded and allocated for this purpose.� Drug Abuse Program Coordinators are doctoral-level psychologists who manage and coordinate drug treatment programs and supervise Drug Treatment Specialists in the delivery of assessment and treatment services.� Discipline-specific subject matter experts (SMEs) are available for consultation at the Regional level.� The Psychology Services Branch (PSB) in BOP�s Central Office is responsible for policy and protocol development, managing agency infrastructure to enable effective implementation and operation of drug treatment programs, and providing technical support.� The Federal Bureau of Prisons (BOP), National Acquisitions Section, Contracting Office, Washington, D.C. is seeking quotes for services of a Contractor experienced in conducting psychosocial intervention outcome research to evaluate its suite of drug programs, individually and collectively.� Variables of interest in include symptom reduction, institutional adjustment of participants, misconduct/criminal recidivism, and indicators of post-release adjustment.� The contractor shall propose the research design, obtain approval from BOP�s Institutional Review Board (IRB), collect data, conduct analyses, and report findings and recommendations.� Performance periods under this contract will be for a one-year base period estimated to begin on�around�September 1, 2021 with�four (4) one-year option periods, with services ending (if all options years are renewed) on�August 31, 2026. The services required for this contract include a Base Year and Four Option Years. The services shall be in accordance with the Statement of Work. Hard copies of the quotation will not be available.
