- Instructions to Offerors 1. General Instructions: A. SUBMISSION OF OFFER: Follow the directions in Addendum to 52.212-1 Instructions to Offerors. B. QUOTE shall be submitted electronically on or before August 9, 2021 at 05:00 PM Hawaii Standard Time (HST), reference the solicitation number W912CN-21-Q-0033 in the subject block, and sent via email to Erica Porras- Henson, Contract Specialist at erica.e.porras-henson.civ@mail.mil. Offer Acceptance Period in accordance with Addendum to 52.212-1: By submitting an offer, the offeror agrees to hold prices submitted with its offer for a period of 30 calendar days from date of receipt of offers. 2. Type of Contract: The Agency contemplates award of a firm-fixed price (FFP) contract as a result of this solicitation. The Government intends to evaluate the quote and award a contract without negotiations with the offeror. However, the Government reserves the right to conduct negotiations if later determined by the Contracting Officer to be necessary. 4. Delivery POP: Base Period: 01 Sep 21 � 31 Aug 2022. Option Period 1: 01 Sep 22 � 31 Aug 2023. Option Period 2: 01 Sep 23 � 31 Aug 2024. Option Period 3: 01 Sep 24 � 31 Aug 2025. Option Period 4: 01 Sep 25 � 31 Aug 2026. SUBMISSION OF QUOTE FOR SMALL BUSINESS SET-ASIDE SOLICITATION (a) This is a 100% small business set-aside solicitation. In order to determine price reasonableness, the offeror must submit a cost breakdown and a schedule of work along with any solicitation requirements. (1) Cost Breakdown. A cost breakdown shall be submitted in the format enclosed with this solicitation entitled ""Cost Estimate Summary Sheet"". The offeror may use the enclosed form for preparation of its offer or submit its own form in the same format. The offeror shall identify any elements of work required to complete the project that are not indicated on the ""Cost Estimate Summary Sheet� (2) Schedule of Work. The offeror shall provide a schedule of work, shown as number of days after receipt of Notice to Proceed or Contract Award, illustrating how each element of work will be scheduled to insure the required completion time can be met. (b) QUOTE COST BREAKDOWN INSTRUCTIONS (1) DESCRIPTION: Description of materials required, work to be done, special equipment needed, etc. Breakdown should be in sufficient detail to permit itemizing of all direct costs. (2) UNIT OF MEASURE: Description of the unit in which each item is to be estimated (examples: square yards- SY, cubic yards-CY, square feet-SF, linear feet-LF, board feet-BF, each-EA, pound-LB). (3) QUANTITY: Contractor�s estimate of quantity required in terms of unit of measure. Items and units of measure will be furnished by the Government. Quantity estimates will be furnished by the Government only when it is anticipated that a contractor is responsible for determining quantity estimates. (4) MATERIAL COSTS: Enter description, quantity, and unit cost of material to be supplied and total cost. (5) EQUIPMENT COSTS: Enter description, quantity, and unit cost of equipment and total cost. (6) LABOR COSTS: For each job classification, enter the estimated number of man?hours needed to perform the work listed with hourly rate and fringes. (7) OTHER DIRECT COSTS: Enter estimated costs of other items which are special to the contract and of significant dollar value.
