- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued.This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated 12 July 2021 This solicitation number W91ZRS21R0029 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for AC Warranty and Maintenance. This request is due by 04 August 2021 at 1:00 p.m. (Eastern Time). This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 811212 �Computer and Office Machine Repair and Maintenance. Instructions to Offerors All questions shall be in writing. Questions may be faxed to Leslie Fedler at 860-386-4070 or emailed at leslie.a.fedler.civ@mail.mil. Questions must be submitted No Later Than 03 August 2021. All quotes are due no later than 1:00 p.m. eastern time, 04 August 2021. Quotes may be faxed to Leslie Fedler at 806-386-4070 or emailed to leslie.a.fedler.civ@mail.mil. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the fax machine or email address does not change the due date or time. Basis for Award Award shall be made to a single offeror.� The Government will award a contract resulting from�� this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government has the right to use Government contracts that the vender has previously won as their past performance rating. Price Evaluation The price should be fair and reasonable. The contractor should as part of the quote have all costs explain in their quote. Proposals will be evaluated on a Best Value and proposals. A quote which does not have the price break down and that does not includes all costs the Government shall consider the quote non-responsive. The determination that a quote is reasonable will be based on competitive quotation/offers and historical history. The most important is price. The Contracting Officer will evaluate products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Government is not responsible for developing the comparison from insufficient information provided. Sam�s Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. Performance Work Statement Semi-Annual Preventive Maintenance --- 2 each� ( SNs are: JK2020002723 & JK1145003166 ) This service consists of two scheduled Semi-Annual Preventive Maintenance visits whereby a CPCS-certified technician performs a comprehensive inspection of the Room, Row or Rack Cooling unit to maximize critical load uptime by ensuring the components are performing to defined factory specifications. The service technician inspects environmental conditions, performs maintenance tasks and checks system operating conditions. Cleaning or replacement of the return air filters and replacement humidifier cylinders are also included with this service. The Semi-Annual Preventive Maintenance are performed during normal business hours. 7X24 Telephone Technical Support � 1 Year Advantage Ultra Service � 1 Year Next Business Day On-Site Service � 1 Year Remote Monitoring Service � 1 Year �Preventive Maintenance Visit Preventive Maintenance (PM) Visits are performed annually for power products and semi-annually for cooling products. All parts, labor and travel related to the visit are included. These visits are performed during normal working hours Mon-Fri (5X8). PM Visit provides certified Schneider Electric service staff on site at a predetermined date in order to: Perform Visual Inspection Perform Environmental Inspection Perform Mechanical/Electrical Inspection Verify firmware revision and update as needed Deliver Site Report with service recommendations On Site Service � A certified field service engineer arrives on site in the event of a failure. Guaranteed response time is Next Business Day. Activities performed include: Check system status Check system alarm�� Troubleshoot reported issue and diagnose problem Repair system as required Complete functional tests after repair Deliver detailed report of action taken Implement firmware update as needed� Remote Monitoring Service: A secure, firewall friendly service that provides real-time monitoring of the health and status of your system. Activities include: Collect and document pertinent system information 24 X 7 system monitoring Notify and dispatch field engineer as needed Monthly report identifying potential problems and recommendations. Tech Support: Provides escalation support to address system issues in a timely and efficient manner Priority Access to the Supply Chain: Quick access to manufacturer's spare parts Parts (Exception: Batteries): All included Labor & Travel: All included Antiterrorism/Operations Security - Contractors will provide approved government ID to security officers and display access badge at all times. - Air Conditioner Maintenance contractor will be signed into the facility by security with positive I.D.
