- This notice is not a formal solicitation or request for proposal. A provision of the Competition in Contracting Act (CICA) of 1984, authorizes non-competitive contracts to be performed by only one or a limited number of sources via 10 U.S.C. � 2304(c)(1); Federal Acquisition Regulation (FAR) � 6.302-1(a) (2) (ii), Only one responsible source and no other supplies or services will satisfy agency requirements. As such, for the purposes described hereunder and in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the Air Force Sustainment Center (Tinker AFB) intends to execute, without competition, a bilateral sole source contract modification to Contract FA8119-17-D-0015. The�incumbent Contractor is Raytheon Company; the address for this organization is 2000 E El Segundo Blvd, El Segundo, CA 90245-3507 (CAGE 4U884). �In consideration of the work scoped under the current contract,�the incumbent Contractor�will leverage the non-recurring engineering invested in the development of a formal ground qualification plan for qualification of the Radar Antenna Tool Aid build. Currently under FA8119-17-D-0015, the incumbent is tasked to develop and build four (4) Radar Antenna Tool Aids that are to be Form, Fit, and Function ground test equivalents to the radar modernization program (RMP) B-2 Antenna. In order to produce these Radar Antenna Tool Aids, the incumbent invested considerable non-recurring engineering effort to redesign the line replaceable modules (LRMs) and mitigate component obsolescence.� The Tool Aids are designed to meet all weapon system requirements in accordance with the RMP Antenna procurement specifications but were not subjected to formal qualification of flight justification units that are qualified for developmental flight testing.� Currently the tool aids are in work and are in the possession of the contractor. The expertise, data, materials, and equipment reside with the incumbent. The anticipated modification is expected to create one (1) new contract line item (CLIN), consisting of Hardware Qualification for the B-2 Radar Antenna Tool Aid Build. Using the Tool Aids built by Raytheon Company, the Contractor will be required to develop a qualification plan and subsequently qualify the hardware in accordance with the RMP Antenna procurement specification and B-2 system level requirements so that the Air Force can order additional LRMs and/or Radar Antennas for operational use to support the mission of the B-2 fleet. � Work will be performed at the contractor�s location. The primary purpose of this notice is to publicize this contract action prior to contract modification, as mandated in FAR Subpart 5.2 (Synopses of Proposed Contract Actions). The contract type of FA8119-17-D-0015 will remain Firm-Fixed Price and Cost Plus Fixed Fee and the ordering period will not be extended. Work described in this notice will be issued via task order to FA8119-17-D-0015. This synopsis does not bind the Air Force to execution of the proposed modification and the Air Force reserves the right to cancel this contract action.
