- MOD 001 The deadline has been extended to 8/9/2021. The following Qustions have been addressed. Who is the Contracting Officer/s? -Billings Area Chief of Contracting Jerry Black Jerry.black@ihs.gov Who is the Logistical coordinator? -Lawryn Flatlip Lawren.flatlip@crow-nsn.gov When is the Expected Award Selection? -Estimated Award is August 5th 2021. Who ultimately would we be answering to and dealing with on-site on the grounds? -The Crow Tribe of Indians will be in charge of logistics. POC Lawryn Flatlip Lawren.flatlip@crow-nsn.gov Who is the Indian Health Service POC? -The IHS Technical Advisor is Deano Yarlott. Deano.yarlott@Ihs.gov Where will the Hand wash Stations be placed? -Hand wash stations shall be placed within 5 feet of Portable Toilet Clusters. There are times when some units are not accessible because of weather created road conditions or vehicles or activities blocking access. Would it be possible to adjust the RFQ to service those only once a day? -Yes, Afternoon and Evening. Security detail will be available during the times of cleaning. 1 PM and 6 PM daily for cleanings. Security and powwow staff will be asked to accommodate the cleanings. If that is the case with the activities, a schedule of the parade times will be given to the awardee to review and to schedule cleanings accordingly. In section 1. subsection i., it states ""the vendor shall supply hand sanitizer...""� Will consideration be given for theft and vandalism of hand sanitizer resulting in some units with no sanitizer at times, which is a fairly frequent occurrence? -Yes this will be taken into consideration and will not reflect poorly on the awardee. It is a fact that sanitizer will occasionally run out in some units. These will be replenished upon the next service. Is this adequate to satisfy under the Statement of Work, section 5. subsection i.? -Yes this is will be taken into account. In section 2. subsection a., b. and c. the request states units will be in place by 9:00 am on August 18, 2021. Will all units need to be in place there or would the majority being in place by then and the remaining delivered that morning suffice? is it acceptable to�delilvery the arbor and center of the campground which is the majority of the units by the time requested. And the remaining outlying units were delivered immediately following. -Yes this will suffice. Section 2. subsection d. states units will be replenished with paper and sanitizer 8/18/2021 to 08/24/2021. But the description of services states units are to be picked up at vendor's discretion on 08/24/2021. For clarification, units will not need to be replenished with paper and sanitizer on 08/24/2021? Subsection f. and g. also state services that must be done on 08/24/2021. Is this correct or are the units to be picked up on 08/24/2021? -No additional Services are required on the day of pickup. Under section 4. Deliverables, there is a table that designates that there are 12 regular units at Edison Real Bird Memorial Complex. However, the map only shows 9 alongside the grandstands and 2 in the infield for a total of 11. Where does the missing toilet go? Along the string of 9 regular and 1 handicap shown alongside the grandstand? -Yes. The additional Toilets will go to the high volume areas. There are 3 regular toilets and 1 hand wash station designated to be in Paddock A and the same in Paddock B. However this is not shown on the map. We would need clarification where the rodeo units are all supposed to be placed. -See attachment �Paddock Map� Would a screenshot showing on the app that all toilets and hand wash stations had been serviced suffice? - Yes, a screenshot will suffice as long as the requested data is present in the screenshot. This can be sent to Lawren Flatlip @ Lawren.flatlip@crow-nsn.gov Would we be able to offload the waste in the sewer system in Crow Agency? -Yes, Please coordinate with the Crow Tribal EPA Director Marvin Wes Stops at marvin.stops@crow-nsn.gov Could either IHS or the Crow Tribe assist in providing a source of fresh water to replenish our tanks during servicing? -Please coordinate with the Crow Tribal EPA Director Marvin Wes Stops at marvin.stops@crow-nsn.gov for water sources. On the first page of the RFQ, it states: ""This solicitation shall be an all or none basis, meaning all Contract Line Item Numbers (CLIN) must be fulfilled, partial submittals shall not be accepted"". Yet late in the document it states ""...the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt"". The question is: is this request an all or none request for quote? -The statement ""...the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt� was inadvertently added and is to be omitted in this modification. -End of MOD 1- The Billings Area � Crow Service Unit (CSU), Indian Health Service (IHS) is requesting quotes in response to RFQ-CSU-21-015-JJP for Portable Toilet and Handwashing Station Rental Services, Crow/Northern Cheyenne Hospital, Crow Agency, MT.� The CSU/IHS intends to award a firm fixed price Purchase Order for the Portable Toilet and Handwashing Station Rental Services, as provided in the scope of work. The procurement is conducted under Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures , and FAR Part 37.101, Non-Personal Services, Subject to the Service Contract Act Wage Determination Number: 2015-5397 Revision: 13 Date: 06/04/2021. The associated North American Industrial Classification System (NAICS) code for this procurement is: 562998 and the small business size standard is $8.0 million. � This Solicitation shall be an all or none basis, meaning all Contract Line Item Numbers (CLIN) must be fulfilled, partial submittals shall not be accepted. If Freight shall be charged, then FOB destination must be included into the quote. See attached documents for details.
