- Amendment 00001 to CPS-2120-21-0001 is issued to provide the following answers to questions: #1. �Test All�, which we call Matrix ID, specifies metal, plastic, painted metal, PVC. �All of these automated matrix ID algorithms rely on some spectroscopic signature.� For �painted metal� can you provide specific details as to what elements or substrate materials are considered in identifying �painted metal.�� For example is it a steel substrate or any metal? CPSC Answer #1: The CPSC routinely analyzes children�s �painted metal� products for lead (Pb) content and children�s toys for heavy element content (Sb, As, Ba, Cd, Cr, Pb, Hg, Se). Examples of painted metal products and toys tested include (but not limited to): painted metal bicycles, painted metal die-cast toy cars, and painted metal zippers. Common metal substrates for painted metal have included iron, zinc, brass, and aluminum. Other metal alloys are also possible. #2.� Some of the standards you have selected for the Technical Evaluation are not commercially available.� Specifically, �RoHS 2-3 Glass Standard� doesn�t include information about the manufacturer.� Can you provide a contact?� Also we have contacted XOS about the painted zinc material.� XOS will only sell that standard to existing customers of their HD XRF system.� Also, XOS told me they have obsoleted the HDXRF system, and there�s only a limited number of those standards available.� Do you have a standard you can loan to us, and we shall return it at the demonstration? CPSC Answer #2: The RoHS 2-3 Glass Standard can be purchased from Analytical Reference Materials International (Web: www.ARMI.com) and may be available from other retailers. The CPSC cannot loan out standards, the XOS Standard (and all additional standards) will be provided by the CPSC for the live demonstration. The purpose of the Technical Evaluation (Factor B, Subfactor 4) is to demonstrate that the XRF will identify the lead (Pb) in paint on a metal substrate using the �test all� mode (or equivalent) and automatically apply the appropriate algorithms for Pb detection and provide a detectable measurement reading >90ppm (0.0090%). Respondents may obtain a similar standard to the XOS Coated Reference Sample 900071-08 ZINC as a potential substitute that they may use for the technical evaluation. Respondents must provide CPSC with results/theoretical results for the standard and the CPSC will evaluate and determine if the substitute standard can be used in the technical evaluation in place of the XOS Coated Reference Sample 900071-08 ZINC. In addition, CPSC may have specific questions and require feedback during the technical evaluation if the substituted standard does not address the element in substrate of interest. #3.� For the Subfactor standards, how are the polymer samples presented to the analyzer? E.g. EC681k comes from the manufacturer in pellet form. Are the pellets loaded into an XRF sample cup? If melted into a disc, with what thickness? CPSC Answer #3: The ERM�-EC680k Polyethylene (low level) will be provided by the CPSC for the live demonstration in pellet form. Pellets will be tested using an XRF sample cup. �Both the ERM�-EC681k Polyethylene (high level) and the NIST Standard Reference Material� 2861 PVC will be provided by the CPSC for the live demonstration in disk form (32 mm diameter, 6.4 mm thickness). #4.� Spot sizes.� We can achieve better LODs faster than the XL3t using a 4 mm spot only.� This eliminates the need for operators to switch back/forth between 3 mm and 8 mm.� Is there something significant about 3 mm, or would you a consider a single spot size of 4 mm?� We have the capability to offer two spot sized, but our restricted substances customers have been satisfied with a single option of 4 mm beam size.� CPSC Answer #4: A minimum 4mm small spot size will be sufficient, but the XRF must also have the capability of a larger spot size for sample data acquisition. The CPSC would consider the single option 4 mm spot size only if provided with sufficient example data that definitively shows the 4 mm small spot can achieve identical results when testing different sample sizes. For example, the Pb readings using the 4 mm spot size for a single pellet of the ERM�-EC681k compared to the Pb readings for ERM�-EC681k in disk form of sufficient size to fully utilize the instrument�s analytical volume. Additionally, please provide analysis results using the 4 mm spot size analyzing Pb content in a small paint dot (3-4 mm in size) on a metal substrate compared to Pb readings for a fully painted metal substrate greater than 10 mm in size (i.e. Pb results in a small paint dot vs. Pb results for a larger quantity of the same paint on the same surface).� Additional example data may be required as well COMBINED SYNOPSIS/SOLICITATION- CPS-2120-21-0001- This is a Brand Name or Equal requirement for Thermo Scientific Niton handheld XRF model XL3t 700SGOLDD in accordance with the characteristics outlined in Attachment 1 � SOW XRF Analyzers and Attachment 2 Evaluation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This solicitation, CPS-2120-21-0001, is issued as a Request for Quote (RFQ) for a Purchase Order.� This combined synopsis/ solicitation is for the following Commercial Line Items: (CLIN) 0001: Purchase of Twelve (12) Handheld XRF Analyzers.� (CLIN) 0002: Purchase of Four (4) Handheld XRF Analyzers. (CLIN) 0003: Optional Item � Up to Sixteen (16) on-site training sessions at various locations throughout the United States. Shipping See the Statement of Work (SOW) for a better description of requirements. Delivery Date: 30 days after award of order Delivery: FOB Destination Delivery Location: 5 Research Place, Rockville, MD.� The following provisions are applicable to this acquisition.
