Description
AMENDMENT 0001 The purpose of this Amendment is to answer Industry questions. Q1.��An Integration Task is expected in FY24/25 to support integration of ongoing development efforts for Sprint Speed and Low Frequency Capabilities into the production EMATT baseline. Specific Requirements for this effort will not be determined until FY23. Maximum values will be provided for bidding purposes.� Will the maximum values be provided as part of the RFP on 30 August, and if they are will there be a weighting factor associated with a current design�s ability to meet those maximum values in the RFP? A1.�The �Maximum Values� on Slide 5 of the pre-solicitation brief is intended to be estimated labor hours and general labor categories to be bid as part of an CPFF Engineering Services CLIN. The evaluation criteria will be explicitly stated in Sections L&M of the RFP.� Q2.�Does the Government plan to conduct an Industry Day regarding this contemplated procurement? A2. No, due to COVID-19 restrictions, the Government will not be conducting and Industry Day. _____________________________________________________________________________________________________ This is a synopsis for noncommercial items prepared in accordance with FAR 5.204 as supplemented additional information included in this notice. This procurement is being processed as unrestricted. The North American Industry Classification System (NAICS) Code for this acquisition is 332994. The Small Business Size Standard is 1,000 employees. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to issue a Request for Proposal (RFP) and resulting ten-year competitive contract with Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP) and Cost only provisions to the Offeror whose proposal represents the best value to the Government. This is a follow-on to NUWCDIVNPT Contract N66604-16-D-1326. The incumbent contractor is Lockheed Martin Sippican, Inc. of Marion, MA. The resulting contract is for the procurement of MK 39 Mod 3 Expendable Mobile Antisubmarine Warfare (ASW) Training Target (EMATT). The MK 39 Mod 3 EMATT is the next evolution of the expendable ASW training target that will provide the fleet with an improved, realistic, ASW target for open ocean and range use. Included in this notice: Draft Statement of Work (SOW) Available upon request: Technical Data Package, MK 39 Mod 3 Pre-solicitation Brief; Prime Item Product Performance Specifications. Note: If offeror plans to request Applicable Documents, offeror must be registered in the Joint Certification Program (JCP) in order to receive them via DoD SAFE. All requests for documents must be submitted to beata.jones@navy.mil. The request must include the company name, complete address, CAGE Code, point of contact (note: individual(s) listed in the JCP site are the only ones authorized to �receive the documents), email address, phone number, and JCP registration number. The anticipated solicitation release date is on or around 30 August 2021. The anticipated date of award is on or around 31 March 2022. The anticipated source selection evaluation criteria will consider technical capability, past performance, and price. The specific evaluation criteria will be outlined in the solicitation. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 is applicable. In order to be considered for an award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP 800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/dpap/pdi/cyber/strategically_assessing_contractor_implementation_of_NIST_S 171.html The Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) for all covered contractor information systems relevant to the offer. (2) If the Offeror does not have summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted in SPRS, the Offeror may conduct and submit a Basic Assessment to mailto:webptsmh@navy.mil for posting to SPRS in the format identified in paragraph (d) of this provision. The synopsis is not a request for competitive proposals. Additional details will be released upon issuance of Solicitation. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is NOT an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.
