Description
INTRODUCTION The Mission and Installation Contracting Command (MICC), Fort Lee, VA is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Sustainment Battle Lab (SBL) Experimentation, Analysis and Prototyping Support Services.� The Government intends to award one (1) single award indefinite delivery indefinite quantity (IDIQ) contract on a competitive basis that will allow firm fixed price (FFP) task orders with a five (5) year ordering period.� BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE The services to be performed under this contract will be performed primarily at Fort Lee, VA.� Contractors may be required to travel (paragraphs 1.3.1. and 1.7.9. of the attached Draft Performance Work Statement) in support of this contract. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ANY IS ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. PROGRAM BACKGROUND The Sustainment Battle Lab (SBL) is tasked to support the Army Modernization Enterprise and the sustainment community by researching and evaluating existing and emerging sustainment processes, future concepts, force designs and organizational relationships. The SBL plans, coordinates and executes Army experiments, wargames, seminars and prototyping experiments as well as studies and analyses. The SBL conducts and participates in wargames and experiments using constructive and live experiment environments; conducts analysis to gain insights, impacts, and recommends Doctrine, Organization, Training, Materiel, Leader and Education, Personnel, Facilities and Policy (DOTMLPF-P) changes to current and future force concepts, systems, and organizations; and monitors and guides science and technology experiment initiatives and recommends integration into the current or future force. The SBL participates in Joint, Army and multinational Service experiments in fulfilling its responsibilities.� REQUIRED CAPABILITIES The Contractor shall provide experimentation, analysis and prototyping support services as defined in the Draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).� DISCLAIMER:� DRAFT PWS IS ONLY A DRAFT AND MAY BE UPDATED DURING THE DEVELOPMENT OF THE REQUIREMENT. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, a statement including current business status (Small/Large), CAGE Code, DUNS, Point of Contact (POC) email address, Web site address, telephone number, and size and type of ownership for the organization, number of employees, annual revenue history for the last three (3) years, office location(s); and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) Provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances. All personnel are required to have at a minimum a Secret Security Clearance by the start of performance on the respective task order.� A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate the ability to obtain a SECRET Facility Clearance. Service Contract Act ELIGIBILITY The applicable NAICS code for this requirement is 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a Small Business Size Standard of 1,000 employees. The Product Service Code is AC13 � National Defense R&D Services; Department of Defense � Military; Experimental Development. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A Draft Performance Work Statement (PWS) is attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 1:00 PM Eastern Time (ET), 30 August 2021. All responses under this Sources Sought Notice must be electronically submitted, in either Microsoft Word or Portable Document Format (PDF), via email to BOTH the Contract Specialist, Emily L. Wood at emily.l.wood5.civ@mail.mil and the Contracting Officer, Laura L. Houser at laura.l.houser2.civ@mail.mil. The Capabilities Statement must address at a minimum the following items: 1)� Describe your company�s ability to meet the requirements in the Draft PWS (Attachment 1) and provide specific technical skills your company possesses which will ensure the capability to perform the tasks.� 2)� What type of work has your company performed in the past in support of the same or similar requirement?� Specify whether support was provided as a prime contractor or a subcontractor as well as whether your company has managed a single award or multiple award IDIQ and provide details.� 3)� Please note that under a Small Business Set-Aside, in accordance with FAR Clause 52.219-14, Limitations on Subcontracting (Deviation 2020-O0008), the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.� Provide an explanation of your company�s ability to perform at least 50% of the tasking described in the Draft PWS for the five (5) year ordering period, as well as the percentage of work you intend to subcontract, broken out by large and small business subcontractor capabilities.� In addition, please identify what percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors.� Note:� In accordance with FAR Clause 52.219-14 Limitations of Subcontracting (DEVIATION 2020-O0008) �Similarly situated entity� means a first-tier subcontractor, including an independent contractor, that (1) has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concerns, without regard to its socioeconomic status) and (2)� is considered small for the North Atlantic Industry Classification System (NAICS) code the prime contractor assigned to the subcontract. 4)� Respondents to this notice must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 5)� Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements as specified in the Draft PWS (Attachment 1). 6)� Personnel require a SECRET security clearance as detailed in the Draft PWS.� How does your company intend to fulfill positions requiring this security clearance? 7)� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 8)� Please offer recommendations to improve the approach/specifications/Draft PWS to acquiring the identified services. 9)� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. The estimated period of performance consists of a five (5) year ordering period from 1 March 2022 through 28 February 2027. The contract type is anticipated to be a single award indefinite delivery indefinite quantity (IDIQ) contract with firm fixed price (FFP) task orders. The proposed contract is anticipated to include taskings that would be accomplished by labor categories that may be subject to the Service Contract Act. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to BOTH the Contract Specialist, Emily L.
