Small Business Set-Aside
HZC Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)
 
Description
This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone Small Business certified at time of award. The project consists of two line items. Line item one: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to replace existing 100 kW natural gas generator with new appropriately sized diesel powered backup generator at dining facility, B213. Line item two : DESIGN FOR ITEM 0001The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to provide design by retaining an Architect/Engineer (A/E) who will complete design documents in accordance with the phases and schedule stated herein.� The design shall include work of all trades required to result in a complete and functional project, ready for use. The generator design shall be based on A-E review, investigation, and measurement of actual project conditions and shall not rely solely on as-built or other generator drawings provided by the Government. The design must include the following considerations: a.���������� Disconnect and remove the existing 100KW natural gas generator, drain and properly dispose of fluids, and turn the generator over to the government. b.���������� Provide and install new appropriately sized diesel generator with fuel tank, based on existing load at 120/208V Main Distribution Panel. c.���������� Cap off existing natural gas piping. d.���������� Provide environmental protection for diesel storage tank. e.���������� Connect new generator to existing transfer switch and replace cables as necessary. f.����������� Install recording ammeters during a primary UTA weekend, as part of the data gathering necessary to properly size the generator. g.���������� Balance the load in the building on the 120/208 Volt service, and provide an up to date electric single line diagram. h.���������� With the 60% Design Submittal:� Complete Lines 10-26 on the Generator Authorization and Design Approval Request form (attached) and provide panel schedules and genset sizing calculations.� Include the one-line diagram and the results of the recording ammeter. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 911th AW (AFRC), Pittsburgh Air Reserve Station, 2375 Defense Ave, Coraopolis, PA 15108. The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 180 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $39.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the site for federal business opportunities at https://www.beta.sam.gov and should be available on or about 1 July 2021. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about FRIDAY�13�August 2021�at 10:00 AM EST�and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the beta.sam.gov website.� Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov.Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on or about Tuesday 20 July 2021. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual. SITE VISIT: A pre-bid conference will be conducted on�1000 (10:00am) Eastern time, Tuesday 20 July 2021.�Building 333 Conference Room (Civil Engineering), 911 AW, Coraopolis, PA 15108.� Site visits will follow the pre-bid conference. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.� Terms remain unchanged unless the solicitation is amended in writing.� If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
