- COMBINED SYNOPSIS/SOLICITATION� Purchase and delivery of compressed Mixed Gases - Blanket Purchase Agreement (BPA) (I)����������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)��������� This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number NRMJ30002100945SRG. TECHNICAL SPECIFICATIONS: Pure gases must be ultra-high purity (UHP, 99.999%), and in addition they must be available in multiple grades.� Pure gases must have specifications for maximum levels of common contaminants, including total hydrocarbon (THC), carbon monoxide (CO), nitrogen oxides (NOx), sulfur dioxide (SO2), carbon dioxide (CO2) and oxygen (O2) in parts per million (ppm).� For nitrogen and zero air, different grades must be available that meet the following: ��������������� a) THC, CO < 0.5 ppm ��������������� b) THC, CO < 0.1 ppm ��������������� c) THC, CO < 0.01 ppm; NOx, SO2 < 0.001 ppm Additionally, nitrogen must have a specification for O2 contamination (O2 free = O2 < 0.5 ppm), and both zero air and nitrogen must have a specification for CO2 contamination (CO2 free = CO2 < 0.5 ppm) Mixtures of compressed gases must have individual analyses certifying mixture accuracy according to specifications on the order.� Accuracy specifications will vary according to the mixing ratio and specific requirements, but will be in the range 1-5%.� Supplier must specify the accuracy ranges available and their specific pricing.� Arbitrary mixing ratios must be available in the ranges given below. ��������������� Ammonia (NH3)����������������� 3 ppm � 3% Carbon dioxide (CO2)�������� 5 ppm � 30% ��������������� Carbon monoxide (CO)����� 0.1 ppm � 10% ��������������� Methane (CH4)������������������� 0.5 ppm � 10% ��������������� Nitric oxide (NO)���������������� 0.1 ppm � 1% ��������������� Nitrogen dioxide (NO2)����� 5 � 5000 ppm ��������������� Sulfur dioxide (SO2)����������� 0.1 ppm � 10% Additionally, a wide variety of hydrocarbon component mixtures must be available, including alkanes, alkenes, aromatics, halocarbons, organic nitrates and nitriles upon request.� Multi component mixtures of the above must also be available upon request.� Gas mixtures must have a balance gas of ultra-high purity (UHP, 99.999%) gas according to the specifications above Both pure gases and gas mixtures must also meet the following requirements: 1) Gases must be provided in individual high-pressure aluminum (requirement!) cylinders of 70-220 cubic feet capacities.� The corresponding cylinder dimensions must be range from 7-10� diameter and 33-54� height (valved).� The requirement for specific cylinder dimensions ensures the best match with exiting racks that are designed for use on research aircraft.� 2) Gases must be provided on a rental basis.�� 3) Gas cylinders must have a minimum fill pressure of 2000 psi. 4) Gas cylinders must have standard CGA fittings. Compressed gas cylinders must be delivered by common carrier to locations specified by the authorized ordering individual(s) and within 2 business days of the delivery date specified on the order.� Compressed gas cylinder deliveries to the DSRC in Boulder, CO, will be made by common carrier to the north loading dock of Building 33.� For all deliveries, a CSD contact name, email, and phone number will be provided to contractor who must provide the information to the common carrier for delivery.� Contractor will notify CSD contact in advance of each delivery by telephone or email.� CSD contact will meet common carrier at the address specified in the order, whether in Boulder, CO, or another location.� CSD contact will accept evidence of delivery from common carrier driver. ESTIMATED ANNUAL USAGE Usage will vary by year, from as few as 10 to as many as 100 individual cylinders of varying capacity (as defined above).� Usage will depend on the mission needs for field and laboratory projects in any given year.
