Description
The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), The Metabolic Epidemiology Branch (MEB), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure, on a sole source basis, meta-analyzed results from > 30 prospective cohort�studies that participate in the Pooling Project on Alcohol and Cancer (PPAC) consortial project and�Pooling Project of Prospective Studies of Diet and Cancer (DCPP) coordinated by the Harvard TH Chan School of Public Health (HSPH) and the International Agency for Research on Cancer (IARC) to calculate relative risks for known risk factors (i.e., smoking, overweight/obesity, heavy alcohol use, and�diabetes) for pancreatic cancer overall and by subtype and exploratory analyses of dietary exposures for�pancreatic cancer subtypes from Harvard Chan School of Public Health, located at 655 Huntington�Avenue, Boston, MA 02115. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made�pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR�Part 6. The North American Industry Classification System code is 541990 and the small business size�standard is $16.5 Million. The NCI cohort consortium Pooling Project on Alcohol and Cancer coordinated by the Harvard School of Public Health and the International Agency for Research on Cancer at the Harvard School of Public�Health has developed robust, analytical methods to conduct pooled analyses of dietary and other�exposure variables across 35+ studies. The Contractor has harmonized data from the 35+ studies�included in the proposed analyses and has develop statistical methods to meta-analyze results to calculated study specific and pooled relative risks for pancreatic cancer. Currently, there is no other�known Contractor with the extensive experience and harmonized data in hand for these analyses. This is a unique study set only available from the identified source. The anticipated award will be a Firm-Fixed-Price Purchase Order for severable services, with an anticipated Period of Performance of 12 Months from the date of award. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. All responses and questions must be sent via email to Contract Specialist, John Russell, at john.russell3@nih.gov by no later than 3:00 PM EST, on Friday, August 06, 2020 (8/6/20). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV.
