Description
This is a notice of intent to award a sole source contract to: Fellenzer Engineering, LLP 22 Mulberry Street, Suite 2A Middletown, NY 10940 The Department of Veterans Affairs, Albany, NY VA Medical Center intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed sole source contract is for the procurement of the remaining design for 528A8-22-811 Façade Repairs Phase 3 project at the Stratton VA Medical Center in Albany, NY. The proposed contract action will be a firm fixed priced contract. The NAICS code is 541330 with size standard of $16.5 Million. The original survey for the façade was awarded to and completed by Fellenzer Engineering. As such, Fellenzer Engineering remains professionally liable/responsible for the completeness and accuracy of the survey. The Government believes Fellenzer Engineering is the only firm that can provide a timely and sufficient design for the phase 3 façade repairs because any other AE firm will have to digest the information, and have the appropriate specialties perform site visits to verify conditions, which is typically required from a professional liability standpoint. Furthermore, Fellenzer already has the information needed to prepare the design and there would be a significant duplication of effort resulting in a delay if another AE firm had to prepare documents based on Fellenzer s survey. This notice is NOT a solicitation announcement, NOT a request for competitive quotes, NOT a request for proposals and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm within a 250-mile radius of the Stratton VA Medical Center, 113 Holland Ave, Albany, NY believes that it possesses the capability of reviewing the existing survey at no cost, providing the services required within a specified time and will accept the professional liability of design, you must give email notification no later than Monday, August 9, 2021 at 1PM EST to Tony.Clemente@va.gov. Telephone requests/inquiries will not be honored. The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award to Fellenzer Engineering.
