Classified as Confidential Which sites fall under the CBOC designation?  Answer: VA Sepulveda Ambulatory Care Center | 16111 Plummer Street, Sepulveda, CA 91343 (CBOC) VA Los Angeles Ambulatory Care Center | 351 East Temple Street, Los Angeles, CA 90012 (CBOC) VA Santa Maria Clinic | 1550 East Main Street, Santa Maria, CA 93454 (CBOC) Do any CBOC labs require a mirror image 2nd analyzer? Answer: Excluding CBOCs. Is it required or preferred solutions use standardized technology and reagents across all sites? Answer: Preferred for Reagents and technology Is it possible to list specifically which sites desire a connected SMS included in their base offer? Answer: All sites except CBOCs. Is it possible to list specifically which sites desire a CellaVision or equivalent in their base offer? With multiple models of digital slide readers available, is it possible to list salient characteristics of desired digital slide reader so appropriate models meeting lab needs are assured to be offered? Answer: All sites except CBOCs. How many remote review licenses are required to be included with each digital slide reader? Where are these to be listed in Attachment A? Answer: 35 total minimum across VISN 22. Which sites require Advanced RBC Software and/or Body Fluid analysis software on the digital slide reader? Should these be listed in base offer or as options under Instrument, Other, or Service of Attachment A? Answer: This is optional item, contractor may propose as they see fit. Price out on Attachment A Schedule, 7. Service. This is not a minimum requirement. Is it possible to list specifically which sites may desire Total Lab Automation (TLA) connectivity? Answer: All sites excluding CBOCS. This is not a mandatory minimum but please list in the optional tab. Will the RFP allow for trade-offs and ala carte selections so each site can choose value-adds based on need? Answer: Yes, the solicitation evaluation criteria will allow trade-offs consider price and non-price factors. The evaluation factors will be 1) Instrument requirements, 2) Software, Connectivity and Conformance, 3) Support Features and Installation, 4) Past Performance, and 5) Price. Compared to a more commonly seen CPRR (Cost Per Reportable Result), a CPT (Cost Per Test) is being requested.  A CPT typically includes QC, Background Counts, and Reruns in their Test Counts and penalizes the customer instead of the vendor for poor performance if troubleshooting is needed.  Instead of a CPT (Cost Per Test), is it acceptable for vendors to quote a CPRR (Cost Per Reportable Result) which is advantageous to the customer as it only includes results that are actually reported as patient results with no added cost for the others? Answer: After discussion with The Hematology Tech Team, we will move forward with CPRR instead of CPT. Section 2.4.4.2 mentions the OI&T security requirements.  Is it possible to get this to review? Answer: Yes, it will be an Attachment included in the solicitation (VA Directive 6550) Section 4.1.2.6 states to the satisfaction of the Government .  Would it be possible to define this in greater detail so expectations are not misunderstood? Answer: Language has been removed. Section C, 2.2.3 defines what is expected to be included for consumables. In order to calculate accurate consumable usage for the SMS and CellaVision would it be possible to get slide estimate volumes for each site that intends to obtain an SMS and Digital Slide Reader as part of the SOW or Attachment A? Answer: Consumable supplies include all reagents, standards, controls, supplies, consumable/disposable items, parts, accessories, and any other item required for the proper operation of the contractor s equipment and necessary for the generation and reporting of a test result. Estimated volumes for each site can be found on Attachment A Hematology Schedule 8 years. For sites requesting the CellaVision or equal digital slide reader, would you also like the immersion oil for the digital slide reader included as this was not listed in the SOW? Answer: Yes, language has been added to the SOW.   Number Stained Slides Albuquerque 13,848 Tucson 17,600 Los Angeles  14755 Long Beach  13,200 San Diego  21,300 Loma Linda  23,040 Phoenix  19,800 Prescot  3,500 Section B, 1.7.3 references EST ANNUAL SITE VOL listed in Attachment A, Tab 2. Section 2.5.3.2 states the requirement for an annual review to monitor the commitment of each facility. Is it agreeable that at the time of annual review to monitor the commitment of each facility stated in section 2.5.3.2, a CPT/CPRR rate adjustment up or down going forward may be necessary after a collaborative discussion? This would only be necessary if actual test counts vary significantly (+/-10%) from those listed with expected growth in Attachment A? Answer: Before COVID-19 actual test counts were (+/- 1% to 3%). Section C, 2.1.1 speaks to clinical parameters. Is it possible to state an additional requirement for clarification that all tests provided by offerers must be FDA Approved? This requirement cannot be found throughout the Statement of Work but is critical to prevent responses that misrepresent vendor capabilities. Answer: Language has been added to the SOW section C, 2.1.1 Contractors shall identify if their test and specimen types are FDA approved. Section C, 2.2.4 defines parameters to be included in the whole blood analysis at minimum. Body Fluid analysis is listed in Attachment A. Is it possible to include Body Fluids in this section or in an additional section since listed in Attachment A as required? Answer: Language has been added to the SOW 2.2 Definitions and 2.3 Instrument requirements. What is the current repeat rate? Answer: Site Name Approximate Repeat Rate ALB 7% GLA 13% LB 7 LL 11% PHX 6% PR 12% SD 10% TUC 6% Is the repeat rate along the same percentage as the re-aspiration rate? Answer: The repeat rate is the same as the re-aspiration rate. The Government is not able to distinguish between the two.
