All changes made by the following Government responses on the Continuation Page hereby amends the terms of the solicitation. LaSheena Christian #VA-OPA-2021-ED7703FD Contracting Officer, AS5 QUESTIONS AND ANSWERS Q1. There doesn t appear to be a set aside listed for this solicitation. Will the set aside be determined based on responses to the solicitation? It seems reasonable that the Rule of Two could be met for this solicitation since one of the distributors of the Christie Vein Viewer (product is on FSS Contract V797D-60681) is a SDVOSB. Was any attempt made through a Sources Sought or other avenue that would result in this not being set aside for a SDVOSB? GOVERNMENT RESPONSE: The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing and the associated size standard is 1000 employees. This procurement action is issued with full and open competition. VA conducted extensive market research during the planning of the NX EQ Vein Finders requirement. Yes, a sources sought notice was issued on the Contract Opportunities (www.sam.gov) website on February 28, 2021 and closed on March 11, 2021. The findings of all combined market research efforts supports full and open competition in order to meet the requirements of this solicitation. However, all capable business concerns are highly encouraged to submit a complete quote in order to be considered for this award. Q2. In addition, I would like to bring to your attention that the Christie Vein Viewer Flex does not come with a powered or unpowered wheeled stand. It doesn t need a stand. Almost every facility has dozens of IV stands that can be utilized or use one of the two mounts that come with the Flex to attach to a rolling phlebotomy cart. This was the same Salient Characteristic that was used a few years ago to disqualify the Vein Viewer Flex from award. This requirement is not needed with the Flex. GOVERNMENT RESPONSE: While various VAMC have dozens of IV stands in stock, fluctuating patient care needs can result in them not being readily available on demand in an emergency. First, IV poles are used for many things and the probability of handheld vein finders and adapters being removed/lost is very high. Therefore, keeping track of and having to move adapters from one room to another is a huge concern to clinicians. Powered wheel stands cannot be used with other medical units, which eliminates the probability of the adapters being removed and misplaced. Secondly, there are infection control issues that threaten patient safety. Third, when the vein finder unit is placed on an IV pole, there is no strain relief that will keep the unit plugged in when being shifted around. Lastly, a rolling phlebotomy cart which typically uses a plastic caddy when drawing blood on the unit, would not be able to securely attach a vein finder. VA has determined that CLINS 0002 and 0003 powered wheel stands, unpowered wheel stands for mounting Vein Finders ensures the best possible option for the clinicians and patient care. Q3. I m unsure what to do with attachment F. Are there directions as to how that needs to be filled out? GOVERNMENT RESPONSE: Solicitation Attachment F Vein Finders Reporting Tool is the reporting tool that will be used for orders placed against the contract as follows: Monthly Report: In order for the contracting office to submit the required financial reporting on FPDS-NG the contractor needs to submit ATTACHMENT F VEIN FINDERS - QUATERLY REPORTING TOOL on a monthly basis to the Contract Specialist and Contracting Officer Representative. The report is due by the 5th of each month. Quarterly Report: In addition to the monthly submission, the same ATTACHMENT F VEIN FINDERS QUARTERLY REPORTING TOOL needs to be submitted quarterly as outlined below. In order to track compliance, VA requires the contractor to submit the quarterly report of sales in the approved format listed in ATTACHMENT F VEIN FINDERS - QUATERLY REPORTING TOOL based on the Governments fiscal calendar year. QUARTER PERIOD OF SALES SUBMISSION DUE DATE 1st October December Due last day in February 2nd January March May 31st 3rd April June August 31st 4th July September November 30th The contractor agrees that they shall adhere to this requirement. The contractor shall provide a quarterly report, no later than 60 calendar days after the end of each fiscal quarter ending December, March, June, and September. Reports shall be sent electronically to the SAC Government points of contact until the contractor is notified, in writing, of a different point of contact Strictly for solicitation purposes, Attachment F is provided so that vendors will know the locations of the VA Medical Centers that will place delivery orders against the contract.
