- DRAFT THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. RFI #36C26221Q1145 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS/PSC for this requirement is: NAICS Code: 561720 Janitorial Services PSC: S299 Housekeeping Other Size Standard: $18 Million Description of Requirement: Inpatient Pharmacy Intravenous (IV) Room Cleaning Service for VA Greater Los Angeles Healthcare System Contractor shall provide IV room cleaning services that will keep VAGLAHS Inpatient Pharmacy IV Cleanroom Suite cleanliness and sterility in full compliance with United States Pharmacopeia (USP) 797/800 standards and regulations. The scope of work includes cleaning, disinfecting, and applying a sporicidal agent to designated surfaces to remove organic and inorganic materials, usually with a cleaning agent; disinfecting, which involves destruction of microorganisms, usually with a chemical agent; applying a sporicidal agent to destroy bacterial and fungal spores; and applying sterile 70% Isopropyl Alcohol (IPA) to remove any residue. Contractors must be able to demonstrate that they have this specific experience performing the services required above. Contractor shall provide prior work experience providing these special/specialized cleaning services, how long has your company been providing these types of special/specialized cleaning services, state location of facilities, provide complete addresses for each facility, POC for each facility. 3. Interested and capable Contractors should respond to this notice not later than Monday, August 9, 2021 @ 10:00 AM PDT by providing the following via email only to Imelda Martinez, Contract Specialist, at Imelda.martinez@va.gov. (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described herein. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. The Contractor shall provide the services stated herein the Statement of Work. 5.1 SCOPE: The Contractor shall provide all necessary labor, materials, supplies, equipment, tools, Personal Protective Equipment (PPE), disinfecting solutions, and sporicidal agents to perform all Inpatient Pharmacy IV cleanroom Level 1, daily, and Level 3, monthly, cleaning services in accordance with USP 797 and USP 800 Standards. General Requirement: Daily Level 1 cleaning and disinfecting activities shall be accomplished using the appropriate supplies, cleaners and disinfectants and be in accordance with USP 797 and USP 800 standards and include, but not necessarily limited to, the following: The contractor shall remove visible particles, debris, or residue with an appropriate solution (e.g., Sterile Water for Injection or Sterile Water for Irrigation) using sterile, low-lint wipers. Using a low-lint wiper, the contractor shall apply a cleaning agent, followed by a disinfecting agent, or apply an Environmental Protection Agency (EPA)-registered (or equivalent) one-step disinfectant cleaner to equipment and all interior surfaces. The contractor shall ensure the contact time specified by the manufacturer is achieved. Using a low-lint wiper, the contractor shall apply sterile 70% IPA to equipment and all interior surfaces. Surfaces shall be completely dry before VAGLAHS staff begins compounding. The contractor shall follow proper protocol when entering and exiting the cleanroom environment. The contractor shall follow proper protocol for donning PPE when entering the cleanrooms (including using second pair of booties and hazardous drug (HD) gown for cleaning in HD IV room). The contractor shall follow proper protocol for use of cleaning equipment in the cleanrooms. The contractor shall follow proper protocol for use of all supplies and solutions used for cleaning in the cleanrooms. The contractor shall empty waste receptacles, clean containers (inside and out) and replace liners. The contractor shall vacuum floors with a cleanroom-certified vacuum cleaner having High-Efficiency Particulate Air (HEPA) or Ultra Low Particulate Air (ULPA) filtration. The contractor shall mop floors with a cleanroom-certified bucket, mop, and mop head and shall ensure baseboards are also cleaned and disinfected. The contractor shall remove and/or change tacky mats per protocol. The contractor shall clean and disinfect doors, door handles, door frames, light switches, and high touch areas, including glass surfaces on doors. The contractor shall clean and disinfect sinks and fixtures. The contractor shall clean and disinfect pass throughs (inside and out, including glass, handles, etc.). The contractor shall clean and disinfect each laminar flow hood (3) and each Biological Safety Cabinet (BSC) (in HD room) (2) 5 in total. The contractor shall wipe down tables and tops of designated equipment (e.g. outside of refrigerators). The contractor shall wipe down all designated horizontal surfaces, including tables and work surfaces. The contractor shall wipe down all designated vertical surfaces. The contractor shall document attendance by log sign-off as per customer protocol. The contractor shall document procedure completion by log sign-off as per customer protocol. Monthly Level 3 terminal cleaning shall be in accordance with USP 797 and USP 800 standards and include, but not necessarily limited to, daily cleaning and disinfecting, along with the following additional tasks: The contractor shall remove visible particles, debris, or residue with an appropriate solution (e.g., Sterile Water for Injection or Sterile Water for Irrigation) using sterile, low-lint wipers. After cleaning and disinfecting in accordance with the Level 1 protocols mentioned above, and in accordance with USP 797 and USP 800, the contractor shall apply the sporicidal agent using a low-lint wiper to all surfaces of primary engineering controls and the area underneath the work tray (if applicable). If the sporicidal agent is an EPA-registered (or equivalent) one-step disinfectant sporicidal cleaner, separate cleaning and disinfecting steps are not required. The contractor shall ensure the contact time specified by the manufacturer is achieved. Using a low-lint wiper, the contractor shall apply sterile 70% IPA to all interior surfaces of primary engineering control, including underneath the work tray (if applicable). Surfaces shall be allowed to dry completely before VAGLAHS staff begins compounding. The contractor shall wash and apply a sporicidal agent to ceilings and walls. The contractor shall wipe down and apply a sporicidal agent to all medication/supply bins and shelves (in ante-area, HD room, and IV room), including wheels. The contractor shall wipe down and apply a sporicidal agent to all medication bins in refrigerator. The contractor shall wipe down and apply a sporicidal agent to castors on shelving units and tables. The contractor shall wipe down and apply a sporicidal agent to outside surfaces of all hoods. The contractor shall wipe down and apply a sporicidal agent to air returns and air grids. The contractor shall wipe down and apply a sporicidal agent to all chairs, wheels included (3 in IV room, 2 in HD room). Participating Facility: VA GREATER LOS ANGELES HEALTHCARE SYSTEM Contractor Responsibilities/personnel: Contractor shall comply with all special/specialized cleaning requirement and work very closely with the Contracting Officer s Representative (COR). Contractor personnel performing these specialized services must be fully qualified, knowledgeable, and trained personnel that are competent to meet the requirements of this contract and fulfill all obligations of this contract. All Contractor personnel assigned to the performance of this contract shall be required to sign in and sign out each day that the services are provided. The sign in/out sheet shall be provided by the COR on a weekly basis. The Contractor shall ensure that they have sufficient backup employees in case Contractor employees that are assigned to this contract calls in sick, on vacation and/or is not available on any specific day that the contractor employee is scheduled to work. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can provide the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Contractor must be verified in VIP at time of proposal submission and at time of award. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov.
