- Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain a qualified vendor to provide Fire Fighter Training for the Maine HCS This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought, please ensure that you indicate your DUNS number on your response. The Veterans Health Administration (VHA) is seeking to obtain a qualified vendor to provide Fire Fighter Training for Maine HCS per the general requirements below. The standard of services shall be of quality; meeting or exceeding those outlined in the general performance work statement as described below. Refer to the Performance Work Statement section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. PERFORMANCE WORK STATEMENT Fire Fighter Training for Maine Health Services Center (HCS) Contractor will provide training as a service at the Maine HCS for the Fire Department. Contractor is required to provide an Instructor for each course, travel to and from Maine HCS for each course for Instructor, lodging for Instructor, and per diem for Instructor. Department of Veterans Affairs will have no responsibility for the Instructor other than providing a classroom where instruction can take place and audio-visual support for the course. Materials for instruction must be available in a format where the Instructor has no need to access the VA IT network. Instructor will have access to a Smart Board and HDMI plug in for laptop computer, but no internet access to the VA network will be provided. Instructor must provide own internet access if needed for instruction. In addition, Contractor will provide all textbooks, course materials, skills testing materials, and course tests. Finally, Contractor will be responsible for ensuring course is Proboard accredited and provide testing for each student that leads to Proboard accredited certification upon receiving a passing grade. Contractor will provide Proboard accredited certificates for each student who successfully completes the course and meets the Proboard standards. Contractor s Instructor will be required to receive Covid-19 testing at the Maine HCS. The current method for completing this is a Binax rapid antigen test which takes approximately 15 minutes to receive results. If a positive test occurs a confirmation PCR test will be conducted to confirm the finding. Contractor will be prepared and is responsible to send an alternate Instructor if the Instructor should test positive for Covid 19. Contractor will also be responsible for ensuring Instructor is eligible to work on the Togus VA Medical Center and is able to receive a temporary access badge for the facility. Fire Officer I will be the first course taught. Class will not exceed 10 days in length. Course instruction must be completed during September 2021 and prior to beginning of Fire Officer II course. This course must comply with National Fire Protection Association (NFPA) Standard 1021: Standard for Fire Officer Professional Qualifications (Chapter 4). Course must cover each required topic in Chapter 4 of NFPA 1021 as required by Proboard accrediting agency. This will include projects to demonstrate proficiency in these tasks as well as lecture from the Instructor. Contractor must have a standard curriculum that has been approved and accredited by Proboard that demonstrates these tasks are taught and evaluated. Written test with standards approved by Proboard will be administered as part of the curriculum. Contractor will have 45 days after the course ends to process all required paperwork, determine any students requiring remedial training, and issue certificates for those students fulfilling all obligations to become certified to the Togus VA Fire Chief at the following address: 1 VA Center Augusta, ME 04330 Attn: Fire Chief Box 185. Any students who fail the written or skills tests will be provided a method for attempting one retest within 12 months of the course end date. Fire Officer II will be the second course taught. Class will not exceed eight days in length. Course instruction must occur in September 2021 and after Fire Office I has been instructed. Students who have completed the Fire Officer I class but not received certification must be allowed to attend Fire Officer II and will be eligible for award of Fire Officer II certification so long as they are found to have successfully completed the Fire Officer I course. This course must comply with National Fire Protection Association (NFPA) Standard 1021: Standard for Fire Officer Professional Qualifications (Chapter 5). Course must cover each required topic in Chapter 5 of NFPA 1021 as required by Proboard accrediting agency. This will include projects to demonstrate proficiency in these tasks as well as lecture from the Instructor. Contractor must have a standard curriculum that has been approved and accredited by Proboard that demonstrates these tasks are taught and evaluated. Written test with standards approved by Proboard will be administered as part of the curriculum. Contractor will have 45 days after the course ends to process all required paperwork, determine any students requiring remedial training, and issue certificates for those students fulfilling all obligations to become certified to the Togus VA Fire Chief at the following address: 1 VA Center Augusta, ME 04330 Attn: Fire Chief Box 185. Requirements for this contract to be considered completed will be issuance of all Proboard accredited certificates earned by students to the Togus VA Medical Center Fire Chief. In addition, in any student should fail to meet the written or skills test standard for passing at least one additional attempt will be provided to pass the written test and/or skills test within 12 months of the course instructional period ending. Once all students have either received their passing certificates or been given an opportunity to retest that is approved by Proboard the contract will be considered complete. Twelve months from the completion of the last course taught if a student has not been able to retest due to circumstances beyond the control of the contractor the contract will be considered complete. Fire Officer I Instructional Hours: 63.00 Course Objective: To provide students with the knowledge, skills and abilities to function as a first-line supervisor in company operations and administration. Upon successful completion of this course, the student will be able to effectively manage human resources; community/public relations; fire department organizations and administration; fire inspection, investigation, and public education; emergency service delivery; and safety as a company officer. Course Description: Major topics covered in this course are the role of the fire officer, the fire officer's responsibility in facing compliance and accountability, managing cultural diversity, safety and wellness, quality management within the organizational structure, community awareness, public relations, fire safety education, functional leadership, problem solving, performance appraisal, building construction, fire cause determination, effective communication skills, and the incident command system with strategy and tactics. Methods of instruction include lecture, discussion, online learning activities and team-focused practical exercises. Successful Completion: Students must attend required classroom sessions, complete all required online and classroom activities and homework assignments, demonstrate proficiency in the practical skills evolutions, and obtain a score of 70% or better on the final written and practical examinations. This course partially satisfies the professional certification requirements for Fire Officer I. Prerequisites MFRI Firefighter II or MFSPQB, NBFSPQ, or IFSAC Firefighter II certification. Fire Officer II Instructional Hours: 45.00 Course Objective: To provide students with the knowledge, skills and abilities to function as an entry-level company officer. Upon successful completion of this course, the student will be able to effectively manage human resources, community/public relations, fire department organization and administration, including budgets, reports, and planning; fire inspection, investigation, public education, and emergency service delivery; and safety. Course Description: Major topics covered in this course are human resource management, managing affirmative action, government agencies, supervisor and subordinate interaction, the budgetary process, information management systems, health and safety, fire safety inspection, public fire education, specialized fire protection equipment, organizational communications, strategic planning, and tactics. Methods of instruction include lecture, discussion, online learning activities and team-focused practical exercises. Successful Completion: Students must attend required classroom sessions, complete all required online and classroom activities and homework assignments, demonstrate proficiency in the practical skills evolutions, and obtain a score of 70% or better on the final written and practical examinations. This course partially satisfies the professional certification requirements for Fire Officer II. Prerequisites MFRI Fire Officer I (MGMT 201), or MFSPQB, NBFSPQ, or IFSAC Fire Officer I certification.
