This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources? (2) whether they are small businesses? HUBZone small businesses? service disabled, veteran-owned small businesses? 8(a) small businesses? veteran-owned small businesses? woman-owned small businesses? or small disadvantaged businesses? and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability and type of qualified Small Business companies technically capable of meeting this potential government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method including small business socioeconomic set aside possibilities and to determine the availability of qualified Small Business companies technically capable of meeting the Government's potential requirement. All Small Business companies with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541512 - Computer Systems Design Services with a Size Standard of $30 Million. DESCRIPTION OF REQUIREMENT Background The Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) strives to perform cutting edge, safe, and ethical research within a coordinated multidisciplinary approach. A constellation of applications critical in achieving NIDA IRP�s mission�including desktop, web-based, and mobile solutions�have been developed and maintained by the Biomedical Informatics Section (BIS) at the IRP. The Human Research Information System (HuRIS) implemented at the NIDA IRP is established as the official mechanism for performing all the major clinical functions at the IRP including data entry, data collection, data storage, retrieval and analysis of data as related to both the informational and transactional systems. These systems include the automated patient charts, the laboratory analysis data and various other scientific and psychological assessment and/or questionnaire data. � NIDA IRP researchers and clinical staff have developed many requirements that have high impact on the conduct of their clinical responsibilities, collection and processing of biospecimen as well as collection of scientific data, pharmacy operation, and new scientific protocol implementation. With the collaborative efforts of NIDA and other NIH ICs and external entities, it is anticipated that additional needs will arise, and that modifications to HuRIS and existing clinical protocols will be needed to provide new protocols, tests or other improved services for users.�� Project Requirements The purpose of the requirement is to provide continued development and support services for addressing new requirements and for the expansion, upgrade, and maintenance of the involved informatics and mobile health (mHealth) solutions. HuRIS and its allied systems have been in production for almost twenty years and are automating all the major clinical functions of the NIDA/IRP�s clinics. In an effort to obtain more detailed research data, researchers desire more finely tuned event scheduling for participants admitted to research protocols. HuRIS already provides very granular scheduling support, but new requests are constantly arising. Test and questionnaire data collection is becoming more complex, and test scoring algorithms are also increasing in complexity. The continuing automation of these developments will improve efficiency and allow for greater attention to research efforts. The extensive in-depth experiences are also being leveraged for automating projects such as reverse translational research. It encompasses the entire protocol approval processes for animal studies throughout its various stages and provides users within their respective roles with the capability to manage via an efficient and user-friendly web interface. The implementation of new technologies as they become available will provide users with a modern and effective system, improving security, efficiency and the user experience. In an effort to deliver the best possible utility, extensive periodic review, revision and enhancement of the overall HuRIS system is essential. The proposed solution needs to meet the ongoing mission critical needs of the clinical research program�s efforts and the protocol tracking of other scientific studies in a timely fashion with the required specialized knowledge and the understanding of the existing code. It needs to ensure the integrity of the data collected, provides the checks and balance for the safety of the enrolled clinical research participants, and maintains the overall operation and integrity of the clinical research program. It needs to provide complete assurance and oversight of whether treatment interventions are being implemented as intended and that accurate records are being maintained, thus the integrity of the science being performed at the NIDA IRP. The established NAICS code is 541512. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Experience: An outline of previous similar projects, specifically the techniques employed in the areas described above; and 2) Personnel: Name, professional qualifications and specific experience in the work requested and knowledge of, and experience in, the field of research. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. CAPABILITY STATEMENT Interested parties are expected to review this notice to familiarize itself with the requirements of this product or service. Failure to do so will be at your firm's own risk. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11point or 12point font, 8-1/2"" x 11"" paper size, with 1"" top, bottom, left and right margins, and with single or double spacing. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The information submitted must be in an outline format that addresses each of the elements of the product requirement. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses.
