Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with COMSOL,100 District Avenue, �Burlington, MA, for the acquisition of COMSOL Complier permanent license needed by Office of Information Systems Management Division (OISM) at NIST, Gaithersburg, Maryland. Sole Source determination is based on the need to replace the expired COMSOL compiler term license previously purchased for NIST's COMSOL license #2080158. The compiler license is necessary to support NIST's larger COMSOL Multiphysics and COMSOL module holdings. The COMSOL suite is a finite element modeling package for physics simulations across a wide range of subfields: electromagnetic, fluid flow, heat transfer, structural, acoustic, chemical engineering. The COMSOL compiler specifically allows researchers who develop in COMSOL to package their models and algorithms for distribution to others who are then able to run them without the need for a COMSOL license. COMSOL, Inc. is the exclusive developer of the COMSOL Multiphysics software and it is proprietary to COMSOL.� Failure to obtain the compiler license for COMSOL Multiphysics will impact NIST researchers by limiting their ability to collaborate, introducing inefficiencies into their workflows, and oversubscribing the current number of COMSOL Multiphysics and COMSOL module licenses.� COMSOL is the only known vendor capable in providing the required renewal. The North American Classification System (NAICS) code for this acquisition is 511210 � Software Publishers. The small business size standard is $41.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 am. Eastern Time on August 15, 2021 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
