Description
The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to negotiate a sole-source contract with Ultra Electronics Advanced Tactical Systems Inc., 4101 Smith School Rd Bldg. 4 STE 100, Austin, TX 78744, to implement Building Partner Capacity (BPC) case DB-P-LDB which requires establishing a Common Operational Picture (COP) system and related services for the Tunisia Armed Forces (TAF). Ultra Electronics will provide program management, design, integration, testing, installation, training, and on-site Field Service Representatives to deliver its proprietary Air Defense System Integrator (ADSI) System(s). The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. Ultra Electronics is the Original Equipment Manufacturer (OEM) of the ADSI system, which is comprised of a number of software and hardware modules each addressing the specialized and varied needs of the real time tactical decision maker. The TAF requires a C2 System to create a COP, which allows for joint operability with U.S. Forces and which meets U.S. cyber security requirements for future capabilities. As identified in the BPC case, the ADSI system is the only C2 system that meets requirements. The ADSI system meets the Type 1 encryption requirement, and is currently available to provide to the host nation. As the OEM, Ultra Electronics is the only known source that can satisfy this requirement due to the proprietary design and the expertise to customize installations requiring access to ADSI developers and access to ADSI source code for successful execution of this requirement. The required efforts cannot be performed by any other source other than Ultra Electronics without substantial duplication of cost to the Government that is not expected to be recovered through competition, and without Ultra Electronics service delivery, unacceptable delays in fulfilling the agency�s requirements will be experienced. Solicitation N0003921R4017 is anticipated to be issued and subsequently awarded in Fiscal Year 2021. The prospective award is planned to be a two (2)-year base period, Foreign Military Sales (FMS) case-funded Firm-Fixed-Priced (FFP)/Cost reimbursable (COST) hybrid type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, respondents may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541512.
