- DEPARTMENT OF THE AIR FORCE AIR FORCE RESERVE COMMAND Homestead Air Reserve Base, Florida MEMORANDUM FOR ALL CONTRACTORS FROM: 482 CONF/ PK SUBJECT: Notice of Intent to Sole Source 1. Homestead Air Reserve Base (HARB), Florida, intends to solicit and award a sole source contract to Innovative Algorithms, LLC., 1111 9TH ST STE 101 CORONADO, CA 92118-2654 for the Phalanx Shield Q5 Unattended Ground Sensor System. This sole source requirement meets the conditions of FAR 13.106-1(b)(1)(i); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. HARB seeks to issue a sole source firm fixed price contract to Innovative Algorithms, LLC. for the Phalanx Shield Q5 Unattended Ground Sensor System. This model is the only device that meets all essential characteristics and is authorized for purchase. Innovative Algorithms, LLC., is the sole manufacturer of the Phalanx Shield Q5 Unattended Ground Sensor System. 2. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 334220 and the Small Business size standard is 1,250 EMP. This will be a firm fixed price contract. The purchase of this requirement includes the following: CLIN 0001- PHALANX SHIELD 2.0 UNATTENDED GROUND SENSOR KIT 3. Interested parties are required to provide equal parts meeting the above brand name requirements. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit a quote, which shall be considered. If no responses are received by 4:00 p.m. Eastern Standard Time, 10 August 2021, a Sole Source contract will be pursued with Innovative Algorithms, LLC. 4.
