- NOTICE OF INTENT - AMENDMENT NOVAC SCANNER (not Microplate Reader) This is a notice of intent to solicit from a single source. The US Geological Survey (USGS), intends to award a purchase order to Chalmers Tekniska Hogskola Ab in Goteborg, Sweden for a Network for Observation of Volcanic and Atmospheric Change Scanners (NOVAC Scanners). Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Chalmers Tekniska Hogskola Ab is, to the knowledge of the USGS, the only source who can provide this equipment. NOVAC Scanners are the only known instrument specifically designed for permanent installation in the field and continuous monitoring of volcanic SO2 and BrO emission rates. They are designed for permanent installation and continuous exposure to harsh volcanic environments and have features specific to volcanic plume monitoring such as the capability of determining plume speed or the ability to cover a large range of wind directions by use of a conical scan geometry, which is not available in alternate instrumentation. NOVAC Scanners are the only instruments that can be integrated into the existing Network for Observation of Volcanic and Atmospheric Change. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code 334519 (Other Measuring and Controlling Device Manufacturing) applies to this announcement, along with Product Service Code 6630 (Chemical Analysis Instruments). Responses or inquiries shall only be accepted through electronic mail addressed to capplegate@usgs.gov and must be uploaded and received in their entirety no later than 08/11/2021 at 0600 PDT. Responses submitted by hardcopy or any web portal shall not be accepted or considered.
