INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisitions intends to solicit by a request for quotation from Rees Scientific USA for award on or around August 30, 2021. The purpose of this request is to add new Rees equipment monitoring inputs for the newly renovated C1 space at NCATS 9800 Medical Center Dr., Rockville, MD 20850. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541512 with a Size Standard of $30 Million. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2020-01 dated November 12, 2019. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The purpose of this requirement is to provision Rees alarm monitoring for the newly acquired and renovated C1 space at 9800 Medical Center Dr., wherein the necessary infrastructure of a remote panel and wired data ports is lacking. Alarm monitoring is critical to ensure that valuable materials are stored or subjected to optimal environmental conditions, such as temperature, humidity, or gas concentration. The National Center for Advancing Translational Sciences (NCATS) will work with the vendor Rees Scientific, which is the sole manufacturer of the Presidio Centron monitoring systems already used at 9800 Medical Center Drive and other NIH facilities, to update the current systems. A computerized network system purchased from Rees Scientific has been utilized at 9800 Medical Center Dr. to maintain important research and reagents at their assigned temperatures and/or other operational parameters.� It is also required by FDA current Good Laboratory Practices (GLP) that certain research has the capacity to document the proper storage of components at room temperature, under refrigeration, and in -20C, -80C, and -150C freezers. These systems integrate with each other allowing end users to view, manage, and maintain multiple sites from one location.� As a result of proprietary software & hardware used in these systems, only Rees Scientific can provide such services. PROJECT REQUIREMENTS: Contractor will provide all necessary labor and materials for the complete installation of the Rees Scientific monitoring system as specified in the proposal.� This will consist of: Running all necessary wires from remote panel to customer-specified equipment location.� Wiring will be routed in drop ceiling and fished through drywall, and then terminated in a junction box with appropriate face plate Monitoring probe will be installed in equipment, and then wired to the wall plate The input will be programmed to customer parameters, so that the operational parameters and emergency contact info is as desired Each added input will be validated for proper operation, utilizing an IQ/OQ protocol devised by Rees Scientific specific to the type of input used Quantity: Rees Scientific will provision twenty-one Rees Scientific Z3 WiFi 802.11b/g/n Universal wireless transmitter for 1 input, six Rees Scientific Z3 WiFi 802.11b/g/n Universal wireless transmitter for 1 input, 24V mod, six Rees Scientific Z3 Wi-Fi 802.11b/g/n Universal wireless transmitter for 2 inputs 24V mod, three temperature probes (type 2 -15 to 60C), three temperature probes (type 3 -50 to 30C), fourteen temperature probes (type 4 -90 to 10C), six carbon dioxide sensors with remote probe, six single point field calibration of CO2-MON-RM3 series sensors, six humidity and temperature remote transmitter for reach in stability chambers -40 to 85C and 0-100 relative humidity (+/- 1%), 1 connection to switch closure and full installation. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION In accordance with FAR part 10, market research was conducted to reach this determination. Specifically, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. Finally, previous government acquisitions returned no results that meet all of the requirements of Presidio Centron additional equipment monitoring inputs. Therefore, only Rees Scientific USA is capable of meeting the needs of this requirement. Each monitoring manufacturer is unique in the systems they manufacture, as well as the ancillary equipment needed to correctly utilize the monitoring functions.� Rees Scientific is the only known source that can satisfy all requirements stated above. Rees Scientific is the sole source vendor for the manufacture, sales and service of Rees Scientific products. Current portions of the system are proprietary in nature and any interruptions that may be caused by attempting to modify the systems are not easily fixed. If any modifications/maintenance were performed on the Rees Scientific system, it would void the warranties already in place. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, 75N95021Q00342.
