- Description
- The Defense Finance and Accounting Service, DFAS-Rome, New York, has a requirement for�Circulating Pumps Repair�or Replacement�in accordance with the Statement of Work, below.� The requirement closes at 10:00 a.m. Eastern time, Tuesday, August 3, 2021.�� This is a 100 percent Small Business Set Aside.� An optional site visit is available between July 19, 2021 and July 28, 2021, but is not required.� You must register for the site visit not later than noon Eastern time on July 26, 2021.��Details regarding the optional site visit and how to register are shown in the RFQ document.� All travel costs are the vendor's responsibility.�� Two forms are provided for you to review and complete:� the Form for Vendors to Complete and the Past Performance Sheet.� Please complete both and return with your quote.�� The Statement of Work is included in the attached RFQ document and is shown below:�� ------------------------------------------------------------------------------ STATEMENT OF WORK CIRCULATING PUMPS REPAIR / REPLACE BLDG #1 DEFENSE FINANCE AND ACCOUNTING SERVICE GRIFFISS BUINESS AND TECHNOLOGY PARK 325 BROOKS ROAD ROME, NEW YORK 13441-0325 Dated 7/12/2021 Table of contents SCOPE OF WORK AREA OF WORK DESCRIPTION OF WORK PERIOD OF PERFORMANCE MATERIALS GENERAL CONDITIONS GOVERNMENT WORKING HOURS UTILITIES DISPOSAL OF MATERIALS AND CLEANUP SECURITY ESCORTS 1.� SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the work as described in this Statement of Work. Work location is at Defense Finance and Accounting Services (DFAS), Building 1, 325 Brooks Road, Rome, New York 13441 located on the Griffiss Business and Technology Park, Rome, New York 13441 � 2.���AREA OF WORK: Contractor shall work only in the areas designated by DFAS/Site Support in Charge. Area of work is located in of Building 1, found in East and West wing mechanical rooms. 3.� DESCRIPTION OF WORK: Contractor shall provide repair to leaking impellers on circulation pumps #3, #4, provide new full replacement to associated flex connectors, valves, couplings, piping and insulation.�� Contractor shall provide new and install full pump replacement to circulation pumps #5, #6, and #7, #8 provide new full replacement to associated flex connectors, valves, couplings, piping� and insulation. Contractor shall provide and install the necessary new schedule 40 black iron piping, all new couplings & new flange packs, new flex connectors, new triple duty valves, new suction diffusers, new gauge piping, install new insulation around replaced piping, valves, shall properly balance systems and provide balance report to Government. Contractor shall re-build impellers that are associated with existing circulation pumps #3, #4 . Shall replace seals, bearing, and strainers to impellers units. New piping, flex connectors, triple duty valves, suction diffusers, isolation flanges. Overhead piping system shall be new and installed from �said elbows�.� Contractor shall follow Uniform Plumbing Codes & practices; provide proper support of overhead piping and fittings. Support and/or hangers shall be installed to alleviate uncontrolled movement and down pressure. Contractor shall provide and install two (2) new circulation pumps for #5 & #6, and provide and install two (2) new circulation pumps for #7 & #8 to match existing pumps. New piping, flex connectors, triple duty valves, suction diffusers, isolation flanges. Overhead piping system shall be new and installed from �said elbows over to air separator unit�.� Contractor shall follow Uniform Plumbing Codes & practices; provide proper support of overhead piping and fittings. Support and/or hangers shall be installed to alleviate uncontrolled movement and down pressure. Contractor shall provide and install new piping that is associated with the two (2) expansion tank repairs, replace rusted black iron pipe with new copper pipe, as well as provide and install new vents, valves and drains. Condensation control (insulation) on all new piping, valves, connectors, triple duty valves, impeller units. Contractor shall provide sufficient amount and install insulation to meet minimum system needs, per ASHRAE 90.1 and prevent condensation. Vapor barrier, jacketing, tapes and sealants shall be fully installed to minimize the flow of moisture migration into the insulation system through the facing, joints, seams, penetrations, hangers and supports. Contractor will coordinate with DFAS Site Support Supervisor for required system down time. Chilled water system is Glycol treated. Contractor shall be responsible for draining, reclaiming and reintroducing water/glycol mixture into the system. Water/Glycol mixture shall be tested upon removal and documented for owner review; reintroduced system glycol mixture shall be at the same recorded/tested level as prior to removal. All systems shall be left in working condition without leaks. Contractor is responsible for all electrical work and shall properly follow NEC, Uniformed Facility Code and Lockout & Tagout procedures. Contractor is responsible to verify all measurements. 4.� PERIOD OF PERFORMANCE: Work shall be completed within 60 days of contract award or by September 30, 2021, whichever date is earlier. 5.� MATERIALS: Contractor shall submit specification cut sheet with their proposal for all pipe, couplings, flange packs, triple duty valves, suction diffusers, circulating pumps. 6.� GENERAL CONDITIONS: Contractor and all personnel shall comply with OSHA, NEC, and Standards Industry of New York State Codes. Contractor shall work and in conjunction with the DFAS daily operations and time line of DFAS. 7.� GOVERNMENT WORKING HOURS: Work hours shall be Monday thru Friday 0700-1530 hours, with the exception of Federal holidays. Contractor must have prior approval in writing to work outside these guidelines and must coordinate with the Site Support staff in charge. 8.� UTILITIES: The Government shall provide at no cost to the Contractor reasonable amounts of water and electricity to support the contract. Hook up will be to existing outlets and will be the contractor�s responsibility. 9.� DISPOSAL OF MATERIALS AND CLEANUP: Contractor shall protect and barricade all work areas at all times to protect workers and the public from injury. Shall remove & dispose of all unused, old material(s); shall leave the work site in an orderly manner at the end of each day. Contractor shall protect all structure, retainment walls utilities, vegetation, sidewalks and vehicles from damage at all times. Replace all damaged materials with new materials to the satisfaction of the Government, at no additional cost to the Government. 10.� SECURITY: DFAS Security shall monitor the incoming and outgoing of work personnel during the duration of the project. All deliveries shall be coordinated with the Site Support in Charge to arrange for their entrance into the compound. The contractor shall submit a list of all personnel names, copy of a valid driver�s license within one week after award of contract. Any personnel that will work onsite shall be vetted through DFAS Security. No one will work on site until a background check is completed and personnel cleared. If at Vendor shall provide a list naming all personnel who will be on-site. All on-site personnel must provide a driver�s license or other photo I.D. and shall carry the photo I.D. on their person at all times.
