- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E521Q0024 is being issued as a request for quotation (RFQ).� This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is �238330 � Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $16.5 million. The Cold Regions Research and Engineering Laboratory�s (CRREL) Management Integration Office (MIO) has a requirement for design and installation of a geothermal heating system at the Permafrost Research Tunnel located in Fairbanks, AK. The Contractor shall provide all resources necessary to accomplish geothermal heat pump design and installation tasks as described in the Performance Work Statement (PWS).� Please reference the attached RFQ for submittal instructions and applicable provisions and clauses.� The Government intends to award a firm fixed-price contract resulting from this solicitation to the offeror whose quote represents the best value to the Government, in consideration of all evaluation factors. The following factors shall be used to evaluate offers: (i) Technical capability (licensure as indicated in Section C, PWS and Section L, Instructions to Offerors) (ii) Ability to begin work (system design phase or initial site preparation) on or before 30 September 2021 or earlier (iii) Past performance (as indicated in Section L, Instructions to Offerors) (iv) Price In accordance with FAR 13.106-1 (a)(2)(iii), relative importance will not be assigned to each of the above evaluation factors. The basis for award will be to the offeror whose responsive quotation is considered the best value by the Government � the price of which may not be the lowest.
