Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 ""Streamlined Procedures for Evaluation and solicitation for commercial Items,"" as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2086451and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 people. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The Vaccine Research Center (VRC) develops a vaccine against human immunodeficiency virus (HIV). This stimulates multi- disciplinary research from basic and clinical immunology and virology through vaccine design and production and integrates modern immunological science with a detailed understanding of the pathogenesis of HIV infection. The VRC develops immunogens and vectors and new approaches to vaccination. They also conduct research directed towards developing candidate HIV vaccines suitable for evaluation in large field trials for efficacy in blocking HIV including both laboratory and clinical research projects focused on developing vaccines to prevent HIV. The VRC/Vaccine Production Program/Analytical Development�s responsibility is to create therapeutic and vaccine candidates to treat diseases including HIV, Influenza, Malaria, Ebola, and with current primary focus on COVID-19. As part of the projects, various antibodies and vaccine candidates must be monitored through each step of growth, purification, and formulation. One key process that allows this monitoring is Tecan Freedom Evo 150 liquid handling instrument. The Tecan Freedom Evo 150 liquid handling instrument allows for high throughput, fast, and reliable quantification of various properties of the target molecules. The goal of this procurement is to add additional components to an existing Tecan Freedom Evo 150 liquid handling instrument (asset tag#C133431) within the analytical development lab. The new components will allow the system to be used to perform additional assays that it cannot run on its current configuration. By moving new assays onto the liquid handling system, the lab can increase the overall throughput of the lab and reduce the analyst time requirements for sample preparation. Essentially, the liquid handler takes over a repetitive task allowing the analyst to focus on other areas. This helps increase efficiency and the consistent pipetting performance of the liquid handler results in a reduction of errors. Overall, this helps the AD labs run more samples with better turnaround time for a similar amount of resources, which is critical to rapid response and maintain project timelines for emerging and infectious diseases. The new equipment will be integrated into the Tecan Freedom Evo, serial number 1303003705.
