Description
Objective The Project Management Systematic Review Software (Distiller (SR) or equal shall provide NSRB staff capability to manage, track and streamline the screening, data extraction, and reporting processes of the systematic science review and literature review. The process of systematic review will be more transparent and organized.� And utilizing this software makes it easier for multiple people to work on the same project. Salient Characteristics Solution shall provide best-in-class support:�Project Management Software include highly responsive and unlimited live support for the life of your projects. Solution shall provide a streamlined and automated screening and data extraction, reviewer conflict checking, duplicate reference removal, full text retrieval, and inclusion/exclusion processing. Solution shall provide an automated manual document, data, and process management tasks associated with reviews. Solution shall provide built-in automation and validation tools that dramatically reduce the potential for error in your reviews. Solution shall provide periodic updates to remove the references already reviewed, adjust protocol if needed, and process only the new references. Solution shall reduce the amount of time spent on screening and data extraction by leveraging Artificial Intelligence-powered features.� �Solution shall be used from any browser on any device, to allow real time collaboration. Solution shall provide powerful reporting: built-in reports including Kappa, PRISMA, included/excluded references, reviewer performance. Solution shall provide detailed roles and permissions. Solution shall provide customizable form and project templates: Projects and custom forms shall� easily be made into templates to help promote standardized approach to review protocols. Solution shall work from anywhere: Systematic review tools shall support remote collaboration for research teams to conduct work in the same room, country, or time zone. As a web-based platform shall enable users to easily collaborate while also allowing managers to monitor progress from anywhere, anytime. Instructions to Quoters Quoters shall submit a complete pricing for all products listed in this RFQ and overall cost to the Government. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. Quoters shall submit all assumptions in their quotation. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. Quotes shall meet all the salient characteristics of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. Quoters shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits. Equal to Quotes must submit Technical volume with detailed point-by-point description of how the equal to product meets all the salient characteristics of this solicitation in Section 4 of this solicitation. Evaluation: All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. All quotes will be evaluated on proposed products that meet or exceed all the salient characteristics specified in Section 3 of this solicitation. The Government will evaluate the quotation that it meets the requirement in Section 4 of the solicitation to include description, quantity, period of performance and pricing for the deliverables Basis for award All quotations will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. The award will be made to the lowest price Quoter that demonstrates they can meet all the requirements of this solicitation. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
