- Objective The Project Management Systematic Review Software (Distiller (SR) or equal shall provide NSRB staff capability to manage, track and streamline the screening, data extraction, and reporting processes of the systematic science review and literature review. The process of systematic review will be more transparent and organized.� And utilizing this software makes it easier for multiple people to work on the same project. Salient Characteristics Solution shall provide best-in-class support:�Project Management Software include highly responsive and unlimited live support for the life of your projects. Solution shall provide a streamlined and automated screening and data extraction, reviewer conflict checking, duplicate reference removal, full text retrieval, and inclusion/exclusion processing. Solution shall provide an automated manual document, data, and process management tasks associated with reviews. Solution shall provide built-in automation and validation tools that dramatically reduce the potential for error in your reviews. Solution shall provide periodic updates to remove the references already reviewed, adjust protocol if needed, and process only the new references. Solution shall reduce the amount of time spent on screening and data extraction by leveraging Artificial Intelligence-powered features.� �Solution shall be used from any browser on any device, to allow real time collaboration. Solution shall provide an Al-powered review assistance features Solution shall provide an automated reference screening, validation, and full text retrieval Solution shall provide dramatic improvements in speed and accuracy Solution shall provide customizable forms and protocols Solution shall provide living, updatable reviews Solution shall provide real time team collaboration Solution shall provide support� for� 500,000+ references �per review Solution shall provide unlimited concurrent users Solution shall provide fast reference and PDF uploads/downloads High-speed deduplication engine Solution shall provide AI-based reference prioritization and screening automation Solution shall provide 100% customizable forms and workflows Configurable permissions and roles Solution shall provide in-form calculations Solution shall provide multi-language & international character support Simplified data extraction for multiple hierarchical datasets (e.g. Outcomes, Time points Solution shall provide data integrity Solution shall provide comprehensive audit trail with form data versioning in-form data validation Solution shall provide data-cleaning interface with Quarantine and Delete 3 hour backup schedule Solution shall provide third-party system and software audits Solution shall provide regulatory compliance certificate Solution shall provide 15 pre-configured progress, performance, and meta-data reports Suite of standard reports (PRISMA, Exclusions, etc.) Solution shall provide Datarama: 100% customizable meta-data reports Reference and meta-data search capability Solution shall provide data export to Word, Excel, RIS, EndNote, CSV and CuratorCR Unique Considerations: Solution shall provide extended support hours for high severity support issues as well as additional expert consultation to assist with configuration and optimization of your software: Comprehensive Online Help Documentation; Access to moderated online user forum; Access to a scheduled product training session; Standard Support Hours (9:00 a.m. � 5:00 p.m. EST - Monday through Friday); Extended Email Support Hours (5:00 p.m. � 8:00 p.m. EST � Monday through Friday); Product/Technical support via email and live chat; Specified service level response and resolution times based on Incident Severity (see service level objectives below); Solution shall provide 100% customizable forms, workflows, permissions, and reports. Solution shall provide powerful reporting: built-in reports including Kappa, PRISMA, included/excluded references, reviewer performance. Solution shall provide detailed roles and permissions. Solution shall provide customizable form and project templates: Projects and custom forms shall� easily be made into templates to help promote standardized approach to review protocols. Solution shall work from anywhere: Systematic review tools shall support remote collaboration for research teams to conduct work in the same room, country, or time zone. As a web-based platform shall enable users to easily collaborate while also allowing managers to monitor progress from anywhere, anytime. Instructions to Quoters Quoters shall submit a complete pricing for all products listed in this RFQ and overall cost to the Government. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. Quoters shall submit all assumptions in their quotation. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. Quotes shall meet all the salient characteristics of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. Quoters shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits. Equal to Quotes must submit Technical volume with detailed point-by-point description of how the equal to product meets all the salient characteristics of this solicitation in Section 4 of this solicitation. Evaluation: All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. All quotes will be evaluated on proposed products that meet or exceed all the salient characteristics specified in Section 3 of this solicitation. The Government will evaluate the quotation that it meets the requirement in Section 4 of the solicitation to include description, quantity, period of performance and pricing for the deliverables Basis for award All quotations will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. The award will be made to the lowest price Quoter that demonstrates they can meet all the requirements of this solicitation. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
