This is modification 8�to the synopsis entitled JSC Engineering, Technology and Science II, 80JSC021JETSII�which was posted on November 18,2020. You are notified that the following changes are made:�NASA/JSC is�requesting information from industry regarding potential organizational conflicts of interest (see attached, separate RFI - JETS II OCI 8-3-21). The purpose of this RFI is to inform industry that NASA/JSC is providing interested parties an opportunity to provide information regarding potential organizational conflicts of interest (OCI) arising from the upcoming JSC Engineering, Technology and Science II (JETS) contract. If you responded to the OCI RFI posted November 18, 2020 and would like to submit an updated response for this RFI, please re-submit your response with any changed/additional information clearly marked. Responses must be submitted via e-mail to the Contracting Officer listed in the RFI attachment by�4:00 PM Central Time on August 10, 2021. The purpose of this sources sought notice is to notify interested parties of the upcoming JETS II Industry Day. NASA Johnson Space Center (JSC) plans to conduct an Industry Day for the Johnson Space Center (JSC) Engineering, Technology and Science Contract (JETS) II requirement.� The presentation for Industry Day will be held via Microsoft Teams on Monday, May 10th, 2021 at 9:00AM � 11:00AM Central Time.� The Government will also provide one-on-one communication opportunities on Monday, May 10th, 2021, which will be scheduled between 1:00 PM and 5:00 PM Central Time and on Tuesday, May 11th, 2021, which will be scheduled between 9:00 AM and 5:00 PM Central Time.� One-on-one meetings will be conducted via Microsoft Teams and will not exceed 25 minutes.� Participation is limited to six (6) individuals from each company/team.� Please RSVP by Thursday, May 6th, 2020, 4:00 PM Central Time, per the instructions below. The due date for this responses is April 2, 2021 4:00 PM Central Time. NASA/JSC is requesting information from industry regarding how to incentivize a potential JETS II prime contractor to introduce new suppliers and subcontractors to NASA through the JETS II contract. Providing opportunities to new suppliers serves the purpose of growing the industrial base and allows for more innovative methods of filling NASA requirements. What methods or strategies could be used to incentivize contractors, through the life of the contract, to provide opportunities to suppliers/subcontractors who have not previously done business with NASA? What percentage of subcontract dollars, if any, is an appropriate annual goal for work provided to �new� suppliers/subcontractors. Provide any alternate methods and/or alternate metrics for measuring new suppliers/subcontractors. Provide any other comments or concerns. NASA Johnson Space Center is hereby soliciting information from potential sources for Engineering, Technology and Science Services. Additionally, NASA/JSC is also requesting information from industry regarding potential organizational conflicts of interest (see attached, separate RFI - OCI). The National Aeronautics and Space Administration (NASA) Johnson Space Center is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Johnson Space Center Engineering, Technology and Science II (JETS). The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. The JETS II contract is anticipated to provide engineering and scientific products and technical services at JSC and for other NASA centers or other government agencies. This includes engineering design, development, sustaining engineering, analysis, assessment, technology development, test services, and laboratory/facility operation and maintenance for the JSC Engineering Directorate (EA); and planetary missions research, physical science research, astromaterial curation, and laboratory/facility operation and maintenance for the JSC Exploration Integration and Science Directorate (XA) as well as engineering and related service for other organizations at JSC and elsewhere. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on beta.SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 5 pages indicating the ability to perform all aspects of the effort including appropriate documentation, literature, brochures, and references. Please include the following information: 1. Name and address of firm. 2. Point of Contact (POC) 3. Size of business; average annual revenue for past 3 years and number of employees; 4.
