- ***This is a Sources Sought. This is just to find interested Contractors. This is not a Solicitation.*** Auxiliary Catholic Priest Statement of Work (SOW) 1. OVERVIEW Hanscom Chapel The Chapel at Hanscom Air Force Base is located at building 1603, 76 Arnold St., Hanscom Air Force Base in Bedford, Massachusetts.� The Hanscom AFB Chapel services the military community which consists of active duty members from all Services, as well as Department of Defense civilian employees, contractors, and their families. 2. SCOPE In accordance with Federal Acquisition Regulation (FAR) 37.101, this requirement is for non-personal service, meaning that the personnel rendering the service(s) are not subject, either by the contract�s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.� The Auxiliary Priest shall provide Catholic services at the Hanscom Chapel located at building 1603, 76 Arnold St., Hanscom Air Force Base MA 01731. The intervals and times of such services will be specified by the Hanscom Air Force Base Instillation Chaplain. 3. REQUIREMENTS 3.1 Must be a Roman Catholic Priest in good standing with the endorsement and faculties of the Archdiocese for the Military Services, USA (AMS). 3.2� In accordance with Department of Defense Instruction 1402.5 Enclosure E2.1.2, (Criminal History Background Checks on Individual in Child Care Services) individuals working with the Chapel who work with children 18 years of age or younger require a criminal background check to be on file at the Chapel.�� This check requires fingerprinting of the individual. This background check will be provided through Government facilities at Government expense immediately upon award of the contract; award of the contract is contingent on passing the background check. 3.3� Shall adhere to all AMS directives as outlined in the �Basic Expectations for the Pastoral care of Catholic Personnel� document published by the Archdiocese for the Military Services, USA (AMS), as well as adhere to all Hanscom AFB Chapel policies, Operating Instructions, and Air Force Instructions. 3.4� Shall secure and maintain the endorsement and faculties of the Archdiocese for the Military Services, USA (AMS). 3.5� Must be vetted with criminal background checks required by both the Department of Defense (DOD) and the AMS. 3.6� Agrees to provide services, for an average of 20 hours per week, at the Hanscom Chapel located at building 1603, 76 Arnold St., Hanscom Air Force Base MA 01731. The intervals and times of such services will be specified by the Hanscom AFB Installation Chaplain only. 3.7� In case of an emergency, will be contacted by telephone and/or email by the Installation Chaplain. 3.8� Conduct religious worship, to include Sunday Mass, Daily Mass (at least one time per week), Mass on Holy Days of Obligation and Confession as well as all Sacraments performed by a Catholic Priest and Counseling by Appointment when necessary. ???????3.9��The contractor shall participate in the preparation for MAJCOM and Installation directed inspections, as required. 3.10� The contractor shall be present during each weekend Mass, from at least one-half hour before the Mass begins and remain until the Mass is over and ensure the areas used are cleared, returned to a neutral setting and secured. ???????3.11��The contractor shall maintain dress and appearance of a conservative nature and in good taste at all times. 4. QUALIFICATIONS 4.1� Be an ordained Roman Catholic Priest with requisite skills and experience acceptable to the Archdiocese for the Military Services, USA (AMS). The AMS will determine if the candidate�s experience is acceptable.� 4.2� Have references from their diocese or religious order, and ecclesiastical approval from the Archdiocese for the Military Services, USA (AMS). 4.3� Provide appropriate documentation from the Archdiocese for the Military Services, USA attesting to the status and specific functions they are authorized to perform. 4.4� Demonstrate reliability, ability to interact with people from all socio-economic backgrounds whether military or civilian (including family members and retirees), as well as good oral and written communication skills. 4.5� Positive personality and pleasant demeanor when interfacing with chapel staff, visitors, military personnel, civilians, and others. 5. BILLING & PAYMENT PROCESS ???????5.1� Monthly payments will be submitted via WAWF and the NCOIC, Religious Affairs will approve payment. 5.2� Regarding final payment for service(s) rendered, final payment will not be issued until all facility keys and any other provided equipment is returned to the Installation Chaplain, Catholic Program Director, or Chapel staff at the Hanscom Chapel building 1603, 76 Arnold St., Hanscom Air Force Base MA 01731. 6. QUALITY ASSURANCE The Contracting Officer Representative is a representative of the Contract Officer (CO) and will participate in the administration of this contract. Any matter concerning change to the scope, prices, terms, or the conditions of this contract shall be referred to the CO and the AFLCMC/PZIB Installation Contracting Branch Chief. All services to be performed by the Contractor during the period of the contract will be subject to review by the CO and the Contracting Officer Representative. 7. CONTINUATION of ESSENTIAL SERVICES DURING CRISIS This requirement [� ] has/ [X] has not been determined not to be essential and does not require continued support during a crisis as define in DFARS Clause 252.237-7023. 8. HOLIDAYS Hanscom Air Force Base recognizes the following holidays: New Year�s Day Birthday of Martin Luther King Jr. Presidents� Day (Washington�s Birthday) Memorial Day Juneteenth National Independence Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day The Contractor may be required to work after normal duty hours, weekends, or holidays to complete all requested support requirements for HAFB. 9. CONTRACTOR/CONTRACTOR PERSONNEL The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and general wellbeing or operational mission of the installation and its population.� The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DOD 5500.7-R Joint Ethics Regulations (JER).� In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.� All contractor employees shall conduct themselves in a professional, courteous manner.� The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this SOW shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in this SOW and Hanscom AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a trained and experienced work force. 10. VISITOR PASS The contractor shall comply with requirement and procedures in accordance with AFFAR 5352.242-9000, Contractor Access to Air Force Installations.� A list of names will be required to gain access to the Hanscom AFB installation.� Installation Passes shall be distributed at the Visitor�s Center at the Sartain Gate (formerly the Vandenberg gate).� To gain access each person shall have proof of identification as well as a valid license, registration and insurance if bringing a vehicle onto base.� Contractor employees must have identification which readily identifies them as contractors.� Certain areas/sites may be restricted or closed to contractor personnel.� The contractor shall comply with all requirements for entry.� In addition, unscheduled gate closures may occur at any time and personnel entering or exiting the installation may experience delays. 11. EMERGENCY PROCEDURES The contractor shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e. fire, tornado, active shooter and bomb threats.� The contractor shall participate with government personnel in all fire, tornado, active shooter, and other base-wide drills. 12.� KEY CONTROL ???????12.1� The Contractor shall establish and implement key and cipher lock control procedures to ensure keys, and/or cipher lock combinations issued to the Contractor by the government are properly safeguarded and not used by unauthorized personnel. The Contractor shall not duplicate keys issued by the government. ???????12.2� The Contractor shall immediately report lost keys to the Chapel Facility Manager, or designated representative. The government may replace lost keys or perform re-keying, and the total cost of lost keys, re-keying or lock replacement, shall be deducted from the monthly payment due to the contractor. ???????12.3� The Contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 13.��GOVERNMENT FURNISHED PROPERTY AND SERVICES 13.1��Utilities. The government will furnish utility services. These utilities include the natural gas, electricity, water, and sewer for the sole purpose of accomplishment of this contract. If the Contractor requires additional utility services, it shall be the Contractor�s responsibility to provide. Contractors shall use care and diligence in efforts to conserve utilities to reduce cost. ???????13.2� Office Space, Equipment, Supplies, and Materials. The government will provide suitable office space, computer with internet access, and necessary program specific equipment, supplies, and materials. The contractor shall use government furnished property for official use only and safeguard all government/Chapel equipment and supplies provided. ???????13.3� Funds. The Contractor shall submit funds request forms to the Chapel Account Manager for CTOF or APF for any special supplies needed to perform contract services not later than ten (10) days prior when funds are needed with the exception of CTOF reimbursement requests. Reimbursement Requests must only be approved in writing on the form prior to any purchases being made. ???????13.4� Telephone Services. The government will provide the use of telephones for the transmission of official government information only. The Contractor shall not use government telephones to transact personal business. The government is not responsible for charges for collect calls accepted by Contractor personnel. Telephone calls are subject to the standard monitoring requirements of the government telephone network. The use of government phones by the Contractor constitutes consent to monitoring, in accordance with DoD Directive (DoDD) 4640.6, Communications Security Telephone Monitoring and Recording. ???????13.5� Electronic Mail Services. The government will provide the use of an electronic mail account for the transmission of official government information only. The Contractor shall not use government electronic mail to transact personal business. Electronic mail is subject to the standard monitoring requirements of the government network. The use of government electronic mail by the Contractor constitutes consent to monitoring. ???????13.6� Postal. The government will provide on-base mail distribution and United States Postal Service limited to official government business, required under the terms of this PWS. 13.7� Refuse Collection. The government will provide refuse collection services limited to extent provided in the Base Refuse Collection Contract(s). The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collections. Do not use government dumpsters to dispose construction debris. 13.8 �Real Property Maintenance. The government will provide maintenance and repair of real property. The Contractor shall follow Chapel established procedures for identifying and reporting real property repair and maintenance requirements and report requests to the Chaplain Advisor or Contracting Officer Representative. �14.�RECORDS, FILES, DOCUMENTS, AND WORK PAPERS 14.1� All records, files, documents, and work papers provided by the government remain government property and shall be maintained and disposed of per Air Force regulations. 14.2� The government will provide access to the equipment and adequate workspace around the equipment. 15.� MISCELLANEOUS 15.1� Professional Relationships.� The Contractor shall maintain professional relationships as defined in AFI 36-2909, Chapter 2, Section 2.1. It says: �Professional relationships are those interpersonal relationships that reflect Air Force standards of conduct and the Air Force core values. Effective professional relationships enhance morale, unit cohesion, good order and discipline and improve the operational environment while, at the same time, preserve proper respect for authority and focus on the mission. Air Force members are encouraged to communicate freely with their superiors regarding their careers, performance, duties and missions. In addition, Air Force members are encouraged to seek mentors to build professional relationships both inside and outside of their direct chain of command or functional area of expertise. Participation by Air Force members in organizational activities, unit-sponsored events, intramural sports, chapel activities, community welfare projects, youth programs and the like can enhance morale and contribute to unit cohesion.� 15.2� Exercises.� Missions are frequently interrupted by base exercises or actual ongoing base security events. The Contractor may be required to participate in exercises, the COR will provide direction. 15.3� Contractor Identification.� All Contractor personnel shall wear a Government issued badge at all times to identify themselves as a Contractor employee. Contractor employees shall identify themselves as being a Contractor when attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties (e.g., clients, vendors, customers, public contacts, etc.) to avoid creating an impression that they are Government officials. 15.4� Adverse Weather Conditions. The Contractor shall coordinate with the COR concerning performance of PWS requirements during adverse weather conditions.� Delayed reporting or early release (for Government employees) does not relieve the Contractor of PWS performance. 15.5� Incident/Mishap Reporting.� In the event of a safety incident/mishap, the Contractor shall take reasonable and prudent action to establish control of the scene, prevent further damage to persons or property and preserve evidence until released by the investigative authority. Immediately report the incident to the COR and the HAFB Safety Office. If the Government elects to conduct an investigation, the Contractor shall cooperate fully and assist Government personnel until completed.
