THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. OBJECTIVE: The objective of this sources sought notice is to conduct market research to determine if responsible sources exist to assist in determining if this effort can be competitive, and to gain market knowledge of potential qualified sources. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy. In addition to searching the market for qualified vendors, the results of the sources sought may be utilized to determine if any Small Business Set-Aside opportunities exist per North American Industry Classification System (NAICS) 334515. The Government requests all vendors, both Large and Small, submit their business size by NAICS code. PROGRAM BACKGROUND: The Airborne Electronic Attack Integrated Program Team (AEA IPT) utilizes unique capabilities within the Electronic Warfare (EW) Unmanned Aerial Vehicle Simulation Lab to meet testing requirements for hardware and software. The EW hardware/software being developed by Naval Air System Command (NAVAIR) requires simulation of simultaneous pulse-on-pulse Radio Frequency signal from multiple threat emitters which the NAVAIR hardware/software will capture, analyze, and respond to. The Frequency Agile Signal Simulator (FASS) System and Recorder provides recording of the NAVAIR equipment response in addition to its own emissions, eliminating the need to purchase a separate recording system. SCOPE OF EFFORT: The Naval Air Warfare Center Weapons Division (NAWCWD), AEA IPT located at Pt. Mugu, California, announces the sources sought for information to determine the availability and capability of industry to provide a FASS System per the required specifications. Specifically, the AEA IPT requires the Contractor to provide, deliver, install, integrate, and calibrate a FASS System and Recorder in the AEA Laboratory in Pt. Mugu, California. The Contractor shall conduct one (1) training course on the operation of the system including creation of test signals and scenarios. CONTRACT TYPE: To be determined. RESPONSES: Any vendor believing it can fulfill the requirement identified in Attachment 1 � Statement of Work may submit a written response, which the Government will consider. The written response shall reference solicitation number N6893621Q0252 and provide a capability statement that clearly indicates the Contractor�s experience, assets, background, and ability to perform the required work. Responses should also include the following information: ��� �Vendor�s name and address; ��� �Vendor�s point of contact name, phone, and e-mail; ��� �Declaration as to whether a U.S. or foreign Contractor; ��� �Contractor size (Small or Large according to the identified NAICS and size standard); ��� �Provide any anticipated teaming arrangements and delineate between work to be accomplished by the prime and the work to be accomplished by the teaming partners; ��� �A list of previous requirements provided, similar to the requirement described in this posting; ��� �Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Government�s review of the information submitted RESPONSE SUBMISSION DETAILS: All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/SAM/. �� All interested sources shall submit the following information in a capabilities statement package (not to exceed five written pages, single-sided, 8.5 x 11 inch pages), in files readable by Adobe Reader DC or Microsoft Word 2016, with no font smaller than 10 point. Responses shall be submitted by e-mail to gregory.s.east5.civ@us.navy.mil. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities within beta.sam. See the DLA website for the Joint Certification Program: �https://www.dla.mil/HQ/LogisticsOperations/Services/JCP� Going forward, all new entities registering in the General Service Administration�s (GSA) System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. �Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. �Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. �It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an ""Active"" status as the government cannot award to an entity without an ""Active"" SAM registration. �More information can be found at www.gsa.gov/sam.�
