- This is a SOURCES SOUGHT NOTICE in support of the Portland VA Medical Center located in Portland, OR for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. Potential offerors are invited to provide feedback via e-mail to Helen.Woods@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by 6 August 2021 at 12:00 Pacific Standard Time. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Anticipated North American Industry Classification System (NAICS) code is 333314 - Optical instrument and Lens Manufacturing. The largest a firm can be and still qualify as a small business for Federal Government programs is 500 employees. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who can provide all of the following, as original equipment manufacturer or authorized distributor only. Salient Characteristics: Ophthalmic Slit Lamp Biomicroscope, Table Model, with LED Illumination: Table model slit lamp (quantity: 2) Slit image width of 0 to 14mm continuous. Slit image length of 1 to 14mm continuous. Illumination field apertures of 8, 5, 3, 2, 1 & 0.2mm. Slit image radial range +/- 90 degrees. Swiveling of the slit illumination relative to the microscope axis: +/- 90 degrees horizontally 0 to 20 degrees vertically Filters: Including blue, red-free (green) and grey (10%) Light source: LED with 400-750nm range of spectral illumination Microscope stereo angle of 13 degrees. Microscope magnification changer including 6.3x, 10x, 16x, 25x & 40x. Eyepiece Magnification: 12.5x Range of adjusting eyepieces: +7 diopters to -7 diopters. Interpupillary distance range: 52 to 78mm. Digital Imaging Module and Software for use with slit lamp system: Digital camera system that mounts to slit lamp system. USB 3.0 camera interface Global shutter system 5.86 um pixel size 73 dB dynamic range 1920 x 1200 resolution 30 frames per second frame rate Imaging Software System Software for use in image capture and review DICOM software for image archiving in electronic medical record. PC, Monitor and Keyboard for use with software system. Ergonomic Power Instrument Table for bundled use with the slit lamp and digital imaging system identified above.
