- SOURCES SOUGHT SYNOPSIS The Regional Contracting Office MCI-West is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Field Collection System (FCS) hardware and support services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519 - Other Computer Related Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. APPENDIX 1: Statement of Work Overview The outcome of this project would be to provide MCLB Barstow the capability to use Field Collection System to collect monthly meter reads from water, gas, and electric meters. This would be accomplished by setting up Field Collection System (FCS) meter reading system on a laptop in the Base Public Works Department. FCS would be configured for meter reading using handheld data collectors. Project Details This project would be split into two parts to maximize the time spent on-site with training the Base staff to operate and maintain the meter reading system. Remote activities would be around installation and configuration of FCS. The following tasks summarize the activities: Conduct kickoff meeting to review project tasks Review FCS system architecture Install FCS meter reading software on laptop being supplied as part of this project Install PC-PRO+Advanced software on laptop being supplied as part of this project Configure FCS to match MV-RS settings Configure FCS with Itron Mobile parameters to use CN-80 handheld Add users and handhelds to FCS Perform basic functional testing to validate the system is working in preparation for utility to test various use cases in field Convert the existing MVRS route file to FCS-compatible format. Validate the file works with FCS On-site activities would involve testing of FCS system and training of Base staff for collecting monthly meter readings. Overview of tasks is: Perform functional testing of use cases Provide training on Itron Mobile meter reading app Provide training on Field Tools on CN-80 handheld with Itron Mobile Radio 2 for programming and troubleshooting 60W/100W water endpoints along with 40G/100G gas endpoints Provide training on PC-PRO+Advanced software which is used to maintain, configure, and troubleshoot Itron electric meters Go through end-to-end meter reading process with Base staff It is estimated the on-site portion of the project would be three days in duration.
