- ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the University of Illinois. �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Oceanic & Atmospheric Research (OAR) has a need for diagnostic testing and expertise in test interpretation of stranded cetacean cases submitted by the Louisiana Marine Mammal Stranding Network. The required service must be compatible in all aspects (form, fit, and function) with existing services, and Dr. Colegrove is uniquely qualified to meet the requirement. Dr. Kathleen Colegrove has unique qualifications and experience that make her involvement in this project critical for its success. Dr. Colegrove is a professor and board certified veterinary pathologist (Dip ACVP). She holds a Ph.D. in comparative pathology from UC Davis, studying the relationship between pollutants and cancer development in California sea lions.� She has more than 15 years of experience and is considered an international expert in marine mammal pathology and disease research. In addition, Dr. Colegrove was the lead veterinary pathologist for the Northern Gulf of Mexico Cetacean Unusual Mortality Event (2010-2014) in Louisiana and the northern Gulf, which was determined to be due to exposure to Deepwater Horizon petroleum products causing adrenal and lung disease in dolphins, contributing to increased deaths and fetal loss among dolphins living within the oil spill footprint. Dr. Colegrove and the ZPP CVM UI is uniquely qualified to provide the services required by NOAA for the Deepwater Horizon funded Louisiana Marine Mammal Stranding Network Enhancement Project, as they are the only laboratory in the country that has the primers to look for marine Brucella by PCR testing, a key analysis and tier one rule out for all cetacean mortality investigations and NRDA cases in Louisiana. ZPP CVM UI also subcontracts with other laboratories for additional key analyses to determine cause of illness and death (e.g., Morbillivirus, biotoxin). Period of Performance: Base Period: 09/01/2021 � 08/31/2022 Option Period 1:� 09/01/2022 � 08/31/2023 Option Period 2:� 09/01/2023 � 08/31/2024 ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
